An incendiary device rigged to ignite was found Monday at a Robinson medical building under renovation, forcing the evacuation of a church-run day care center.

I have difficulty believing there ware four pounds of 'explosives' in the device used though, unless 'explosive' means something different to me than it does to those who claimed responsibility.
The problem is that there is a danger from the failed incendiary device and there is a danger as a failed incendiary device because as a failed incendiary device it is a container of flammable liquid.
I'd happily step on a failed AR incendiary device, would you happily step on a landmine which is designed to wait for someone to do just that....
