  The Critical Incident Technique
The critical incident technique, which was developed by Flanagan about fifty years ago, is a very useful tool in needs assessment and in the collection of data pertaining to problem areas that require attention.
The Critical Incident Technique is essentially a set of operations for collecting direct observations of human behavior in defined situations in such a way as to use the information in solving practical problems, e.g., assessing educational gaps.
Usually, such incidents are defined as extreme behavior, either very effective or ineffective with respect to attaining the general aims of the activity.
