The flying mission at Incirlik further diversified in 1970 when the Turkish Air Force agreed to allow U.S. Air Forces in Europe to use its air-to-ground range at 240 km northwest Konya, providing a suitable training area for squadrons deployed to Incirlik.
The 39th Air and Space Expeditionary Wing was activated at Incirlik AB on September 15, 1997, to support and command USAF assets deployed to Incirlik supporting ONW.
Incirlik served as a main hub of humanitarian airlift operations to Afghanistan, MC-130 special operations missions, KC-135 refueling missions and sustainment operations for deployed forces.

Conversely, Incirlik's air-to-air range, 30 miles south of the base in the northeastern Mediterranean, provided weapons training detachments (WTD) the ability to fly at supersonic speeds while practicing basic fighter maneuvers, air combat tactics, and intercept missions.
Incirlik did lose one F-l5 during the war but it went down enroute to the target while it was still in Turkey.

The jet pilots are catered and housed at the Incirlik military base 12 kilometers outside the city by a company named Vinnell, Brown and Root (VBR), a joint venture of two US multinationals - Vinnell of Fairfax, Virginia, and Kellogg, Brown and Root of Houston, Texas.
VBR's role at Incirlik began on October 1, 1988 when the company won its first contract to run support services at the base as well as at two more minor military sites in Turkey: Ankara and Izmir.
