In brief, the Incline as it exists now is the roadbed to the former Mount Manitou Scenic Incline Railway — a cable car that took people up the eastern face of Rocky Mountain to about 8,600' before shutting down in 1990.
It appeared that there was a growing need to begin a dialogue between all of the property owners concerning the feasibility of opening the Incline to the public and to develop a long term strategy for maintenance and stabilization.
The purpose of the meetings was to discuss the current status of not only the Incline but the increasing use of upper Ruxton Canyon as well as to determine the interests and needs of all three property owners.

As a practical conveyance during the horse-and-buggy era, the Monongahela Incline was one of seventeen built and operated in Pittsburgh in the last century.
While the Mt. Washington Incline was known as a coal-carrying incline plane in 1854, the Monongahela Incline is probably the earliest passenger-carrying incline in the United States and has been in continuous successful service since its construction.
Inclines contributed greatly to the development of metropolitan areas in hilly terrain such as Pittsburgh, but were superseded by the automobile and improved roads in the early part of the twentieth century.

The key to solving problems involving an incline plane is to resolve the force-vectors acting on the block (or blocks) into components that are either parallel or perpendicular to the surface of the incline plane.
As long as a block stays in contact with the surface of the incline plane, the sum of the forces on that block that are perpendicular to the incline plane will be equal to zero and the motion of the block will be along the surface of the incline plane.
The coefficient of friction between the block and the incline plane, the applied force, the angle of the incline plane, and the mass of the block can be varied.
