The Independent Commission Against Corruption's (ICAC) purpose is to expose and minimise corruption in the New South Wales (NSW) public sector.
At the launch of the Corruption Prevention and Research Report on the operation of Aboriginal Land Councils, the Chairman of the NSW Aboriginal Land Council, Ossie Cruse praised the Commission for its approach to this investigation.
The ICAC commenced operating in March 1989, its mission being to expose and minimise corruption in, and in connection with, the NSW public sector.

*ICAC failed to investigate the allegation that the young man arrested in a toilet with former NSW Supreme Court Judge Yeldham was in fact the subject of an appeal a few years later in a very serious criminal matter in which Yeldham sat as a Judge of Appeal.
ICAC has not dealt with the question as to whether the RCBI and its officers failed to deal with this matter properly because of improper influence by an NSW Govt Minister the subject of allegations to the RCBI and in the Media.
Recently ICAC failed to investigate allegations of collusion between a building Inspector at Sutherland Shire Council and a Builder when subsequently a House had to be demolished as a result independent Experts Reports.

Corrupt conduct is broadly defined in sections 8 and 9 of the Independent Commission Against Corruption Act (1988).
All Chief Executive Officers are required under Section 11 of the Independent Commission Against Corruption Act 1988 to report all instances of suspected corrupt conduct to the Independent Commission Against Corruption.
The Protected Disclosures Act 1994 provides certain protection against reprisals for any employee who voluntarily reports possible corruption, maladministration or serious and substantial waste either to the Chief Executive Officer or other internally nominated authority, or to one of the three external investigative bodies; the Independent Commission Against Corruption, Auditor General, or the Ombudsman.

The July 16, 1999, report by an Italian parliamentary commission investigating the Mafia and other criminal organizations said smuggling international-brand cigarettes was "one of the most important sources of illicit gain" for organized crime and one that was facilitated by international links with tobacco manufacturers, especially Philip Morris.
