They are to receive and investigate complaints alleging corrupt practice; investigate misconduct by public officers with an “undertone” of corruption; and prevent corruption by examining the practices and procedures in the public service for purposes of minimizing opportunities.
CPIB does not limit itself to corruption in the public sector, but also targets private sector corruption (especially payment of commissions and kickbacks), and is authorized to investigate any other offense that is disclosed in a corruption investigation.
The new legislation attempted to codify the procedures and powers of this office, and did so through legislative provisions that would “sunset” after a period of years, then need to be renewed (and which have now lapsed).

The Independent Commission Against Corruption arose from allegations of widespread official corruption in New South Wales and the Criminal Justice Commission was established following a recommendation of the Commission of Inquiry into Possible Illegal Activities and Associated Police Misconduct (the Fitzgerald Inquiry) in Queensland.
There are tensions evident in the emphasis and scope of the functions of the commissions, in their use of inquisitorial procedures in the course of investigations, and in their coercive evidence-gathering powers which are balanced by provisions limiting the use of such evidence against the witness who provides it.
However, the Attorney-General noted that, while a royal commission has the primary task of establishing the truth of a matter referred to it, the NCA would operate as an arm of the criminal investigation process and gather evidence to be used in criminal prosecutions.

New eligible authorities 3.8 The Amendment Act 1999 amended the Interception Act to include the Anti-Corruption Commission of Western Australia and the Queensland Crime Commission as eligible authorities within the meaning of the Interception Act.
The availability of new lines has, in many agencies, enabled backlogs that had accrued due to previous infrastructure limitations to be cleared; and increasing recognition of the usefulness of telecommunications interception as an investigative tool.
The Victorian and New South Wales Police Services have indicated that the increase is attributable to a number of factors, including an increase in the incidence of crimes in which interception is time critical, in particular, murder offences.

South Australia enacted the Criminal Law (Undercover Operations) Act in 1995, which permits police officers of, or above, the rank of superintendent to approve undercover operations and the involvement of law enforcement officers in authorised activities to gather evidence of serious criminal behaviour.
Many honourable members would be surprised to learn that during the paedophile segment of the royal commission many police held the view that the commission was still conducting its work, although the message that was sent out was that it had wound up its operations.
Clearly, a number of police who were concerned about being detected while the royal commission was still operating, closed or wound down their illicit activities until they were confident that it was no longer operating and they then continued their operations.

Speaking on the second day of the Sydney hearing into corruption within the industry, Potter said he had received money from leading trainers to swap drug tests ever since he took over as chief steward.
