Kidderminster hospital was established during the 1960s to replace the town's original Victorian infirmary.
His decision to side with the health authority, he says, was based purely on professional advice: some local GPs and sections of an independent report by the medical charity the King's Fund supported the cuts, on the grounds that Kidderminster hospital was too small to continue providing a full range of surgery.
Other PFI hospitals have been widely criticised for the penny-pinching and shoddiness of their designs; when Worcester is shown to be inadequate, the Health Concern argument goes, the health authority will be forced to re-open the mothballed sections of Kidderminster.

Independent Health -- Recommendations and Resources   (Site not responding. Last check: 2007-10-23)
Health can be defined negatively, as the absence of illness, functionally, as the ability to cope with everyday activities, or positively, as fitness and well-being.
The World Health Organization defines health as "a state of complete physical, mental and social well-being, and does not consist only of the absence of disease or infirmity." Though this is a useful and accurate definition, some would consider it idealistic and non-realistic.
In order to feel health, people need to feel that they look well, are functioning as well as they always have, and that no external or internal risk imminently endangers their healthful state.
