The "Independent Television" service, so-called because of its independence from the BBC (which previously had held a monopoly on broadcasting in the UK), was to be made up of regions, with each region run by different companies.
The Independent Broadcasting Authority was abolished, and was replaced by two new "light-touch" regulators: Independent Television Commission (otherwise known as the ITC) and the Radio Authority.

Geography required that the 'South Wales and West of England' franchise would be operated differently from any other franchise, as VHF transmissions from one side of the Bristol Channel' could easily be received on the other side.

The geography of Wales presented a daunting problem to the ITA.
These punitive regulations were accepted, and the contract was awarded in 1961 to Wales Television Limited, which was later changed to Wales (West and North) Television Limited following objections from TWW which felt that the original name was intruding on their area, although WWN dropped the parenthesis at every possible opportunity.
WWN was to use three VHF transmitters, at Preseli (covering the south west), Arfon (north west) and Moel-y-Parc in the north east.

Just as mainstream print media is getting into new media channels like blogs to fully engage with their readership, so mainstream broadcast media is now beginning to embrace ways of reaching their audiences in ways that appeal to those audiences.
I think what's more valuable is that both blogs do provide a means for anyone to contribute comment, however poorly implemented it is at the moment, and represent a big step forward for the media in embracing blogging and raising its profile (CNN are highlighting their blog in their broadcast TV coverage of the DNC).
