The India Meteorological Department (IMD) was established in 1875 by Henry F. Blanford who would serve as its’ first director.
After India experienced a great famine in 1877 due to extremely deficient summer monsoon rainfall, the British Government made it a prime responsibility of the director of the IMD to furnish monsoon forecasts.
Later, as the second director of the India Meteorological Department, he based his monsoon forecasts in part on this finding and his belief that the southwest monsoon winds were caused by a humid current of air coming from the Southern Hemisphere southeast trade winds flowing from the equatorial belt (3).
