A voting machine is a device to record and register votes to be counted as per any voting system, with or without printing a ballot for the voter to verify.
However, in part because for political privacy votes cannot be revealed as cast, and in part because of the increasingly complex technology involved, it is subject to various vulnerabilities and compromises of design.
Some people think that whenever votes are recorded in a medium which is invisible to humans, electors lose any possibility to verify how their votes are collected and tallied up to produce the final result, thus they need to have an absolute faith in the accuracy, honesty and security of the whole electoral apparatus.

The U.S. voting machines are loaded with Windows operating systems, encryption, touch screens, backup servers, voice-guidance systems, modems, PCMCIA storage cards, etc. They have millions of lines of code; the Indian machines hardly any at all.
Yes and no. The Indian machines are not designed to handle the large number of candidates that appear on a typical U.S. ballot, though this could be fixed without too much difficulty.

While the heavily scrutinized touch-screen voting machines seemed to produce results in which the registered Democrat/Republican ratios largely matched the Kerry/Bush vote, in Florida's counties using optically scanned paper ballots the results seem to contain anomalies.
Op-scan machines tended to be used in counties with small numbers of registered voters, while very largest counties tended to used E-touch, so that the entire two groups of counties (E-touch and Op-scan users in Florida) cannot be validly compared, as county-size itself might account for the data.
However, for the 26 mid-sized counties with between 80,000 and 500,000 registered voters, the type of machine used was not significantly related to the number of registered voters in the county.

to recount the vote after the first computer counted it and the lost of the votes may be or may not be fraud but unless we keep everything straight and think about this thing that happen maybe we can prevent it from happening for the next 4 years or 2.
Voting does NOT have to be electronic, but when dealing with the millions of people who vote and want instant answers, it seems likely it is the only way to achieve the goal.
When there is no paper trail or any recount possibility at all, the situation with the voting machines is essential the same as if all the voters write their choices on a piece of paper and hand them to me. I'll then tell you what the totals are.

Indian democracy is of the Parliamentary type, not the Jeffersonian Model (Presidential type) practiced in America.
The total number of the Votes registered are noted by all stake holders (political party agents) and then the control units are put into its own special carrying case, and sealed for transport.
In case of disputes, the machines are preserved for the courts to decide upon, other machines are used for next election after reseting the memory.

According to the story, Indian prime minister Atal Bihari Vajpayee told a business summit of the European Union (EU) and India that offshore outsourcing from the U.S. and Europe to India is the result of barriers to free movement of Indian professionals to these countries.
