If the pilot energizes the arming solenoid upon weapon release, the arming wire remains connected to the arming solenoid and is pulled from the fin release band at weapon release, which allows the fins to pop open and results in a retarded delivery.
The fins are forced to the full-open position by the air stream, which causes the weapon to rapidly decelerate and allows the releasing aircraft sufficient time to safely clear the target area.
The fin assemblies have drilled holes at the top and bottom of the forward end for installation of arming wires when the weapon is being configured for electric tail fuzing.

 Naval Surface Warfare Center - History
A year before, in 1991, a result of the Base Relocation and Closure Act (BRAC) was to consolidate naval weapons laboratories and engineering activities into a parent Naval Surface Warfare Center.
The United States Naval Proving Ground at Dahlgren, VA (established in 1918) which evolved into the Naval Weapons Laboratory shortly before World War II; into the Naval Surface Weapons Center in 1974; and, in 1979, with the merger with the Naval Ordnance Laboratory at White Oak, MD. Today, this is NSWC Dahlgren Division.

Explosive experts at the Naval Surface Weapons Center, Indian Head, MD, responded with a developmental explosive that provided enhanced internal blast effects.
Indian Head experts were called upon to provide the energetic solution, as PBXIH-135 was selected as the thermobaric bomb fill for the Air Force BLU-109 bombs.

INDIAN HEAD had an underwater weapons program that developed a new liquid monopropellant, OTTO Fuel II, for the Mark 46, Mod 1, and Mark 48 torpedoes.

 Dahlgren History
The new Center is composed of five divisions located at Port Hueneme, California; Crane, Indiana; Indian Head, Maryland; Carderock, Maryland; and Dahlgren, Virginia.
Dahlgren was established in 1918 as the Naval Proving Ground, and named Dahlgren in honor of Rear Admiral John Adolphus Dahlgren, who is considered the father of modern naval ordnance.
A consolidated Naval Surface Warfare Center at Crystal City, Virginia, which is directed by the Naval Sea Systems Command (NAVSEA), was created out of the Base Closure and Realignment Act of 1991.
