The accusation is drawn up in the form of a bill of indictment, prepared by the officer of the court or the legal adviser of the prosecution, engrossed on parchment, and sent before the grand jury.
Indictments differ from presentments, which arc made by the grand jury on their own motion and theil own knowledge; and from informations, which are instituted on the suggestion of a public officer without the intervention of a grand jury.

Indictment - Wikipedia, the free encyclopedia
Traditionally an indictment was handed down by a grand jury, but most common law jurisdictions (with the exception of those in the United States) have abolished grand juries.
In Australia, an indictment is issued by government official (the Attorney-General, the Director of Public Prosecutions, or one of their subordinates).
The substance of an indictment or other charging instrument is usually the same, regardless of the jurisdiction: it consists of a short and plain statement of the time, place and manner in which the defendant is alleged to have committed the offense.

In another reference, the indictment noted that an unnamed "co-conspirator" transported weapons and explosives from Khartoum to Port Sudan for transshipment to the Saudi Arabian peninsula.

DeLay Indicted in Texas Finance Probe
Although the indictment had been rumored for weeks among top Republicans, based on what several described as a difficult meeting in August between DeLay and the Texas prosecutor behind the case, it shook the GOP political establishment and posed new problems for the party as it heads into the midterm elections next year.
But the indictment, which comes after three rebukes of DeLay in 2004 by the House ethics committee on unrelated matters, poses a major political problem for the 58-year-old Bush administration loyalist, 11-term congressman, and self-described champion of free enterprise and deregulation.
The indictment specifically alleges that DeLay, who helped organize the Texas political committee at the heart of the charge, participated in a conspiracy to funnel corporate money into the 2002 state election "with the intent that a felony be committed."

The case was summarized as follows by the Austin Review: "Earle's politically motivated indictment of Senator Hutchinson on charges that she used state funds to run her senatorial campaign made even his own supporters cringe.
I think that's obviously a stretch–both parties at various times have been much more scandal smirched than today's Republicans–and I think that the DeLay indictment in time may prove to be no more valid than that of Senator Hutchison, who has been re-elected by wide margins twice since the case against her was dismissed.

The fund-raiser, David D'Amiano, told the farmer before the meeting that McGreevey would use the word as a signal that the farmer's political contributions had bought influence with the governor, the indictment said.

Wednesday's indictment said the three agreed to violate state law in 2002 by giving $190,000 of corporate donations to the Republican National Committee, which, in turn, donated the same amount in noncorporate money to seven Texas candidates.
The saga that led to Wednesday's indictment began in the fall of 2001, when DeLay, Ellis and Colyandro created Texans for a Republican Majority, a political action committee designed to help elect Republicans to the Texas Legislature.
The indictment included few details about what role prosecutors think DeLay played in any conspiracy, and Earle declined to answer questions about the evidence the grand jury considered because those considerations are, by law, secret.

Democrats and Republicans alike should be cheering at the news of DeLay’s indictment, which is hopefully only the first stage in the process of restoring and reaffirming ethical codes of conduct on Capitol Hill.
That he can’t read an indictment is a fair indicator of his focus: agitprop.
I just read the indictment, and in typically bad charging instrument language it alleges that Delay, with felonious intent, agreed with one or more of the co-conspirators to funnel corporate donations made in Texas through a federal RNC operative back into Texas elections during a period when you can’t do that.
