Indirect tax - Wikipedia, the free encyclopedia
In the colloquial sense, an indirect tax (such as sales tax, value added tax (VAT), or goods and services tax (GST)) is a tax collected by an intermediary (such as a retail store) from the person who bears the ultimate economic burden of the tax (such as the customer).
The intermediary later files a tax return and forwards the tax proceeds to government with the return.
In this sense, the term indirect tax is contrasted with a direct tax which is collected directly by government from the persons (legal or natural) on which it is imposed.

Changes in indirect taxes were roughly neutral, while the increasing share of direct taxes on wages in households' overall tax burden made the system slightly more progressive.
This was not due to changes in tax policy, but rather to a shift in the pattern of consumption of the poor out of lightly taxed food and informal sector items and into more heavily taxed formal sector goods.
Nevertheless, taxes on gasoline and diesel (but not kerosene) remain among the most progressive taxes in Madagascar, even after accounting for the indirect effects on the prices of goods that use these products as intermediate inputs.

Direct or Indirect Tax Instruments for Redistribution: Short-run versus Long-run
Optimal tax theory has shown that, under weak assumptions, indirect taxation such as production subsidies, tariffs, or differentiated commodity taxation, are sub-optimal and that redistribution should be achieved solely with the direct income tax.
However, these important results of optimal tax theory, namely production efficiency and uniform commodity taxation under non-linear income taxation, have been shown to break down when labor taxation is based on income only and when there is imperfect substitution of labor types in the production function.
These results in favor of indirect tax instruments are valid in the short-run when skills are exogenous and individuals cannot move from occupation to occupation.
