In the 6th Saeima (1995-1998), the Latvian Green party was represented by four members: Indulis Emsis, Guntis Enins, Janis Kalvins and Janis Razna.
From 1993 to 1998, Greens were part of the governing coalition with Indulis Emsis as minister for the environment.
In February 2004, after the breakdown of the four-party government, Indulis Emsis was appointed to form a new government and became the first Green prime minister.

The government of Prime Minister Indulis Emsis has fallen, forced out after its proposed 2005 budget failed Oct. 28 to be adopted by the Saeima, the Latvian parliament.
Emsis became prime minister on March 9 when parliament approved his government in a 56-33 vote.
Emsis and his ministers are expected to continue serving until a new government is approved.

The President of Latvia Vaira Vike-Freiberga and the Prime Minister Indulis Emsis discussed the forthcoming protest actions against the education reform, planned by the Headquarter for the Defence of Russian-language Schools.
After the meeting with the President, Indulis Emsis did not reveal what steps the government is planning to take, however, he stated that these will be “effective steps.” He explained that the steps will not be aimed against organisers of the protest actions, but rather focus on the explanatory work.
Indulis Emsis gave his positive evaluation to formation of the working group, comprised of representatives of the Latvian Association for the Support of Russian-language Schools (LASHOR) and the Ministry of Education and Science.
