And, if she hadn't been infested, Tassadar and the Dark Templar would have done far more damage to the Swarms, for Kerrigan's powers would not have been unleashed, which is what allowed her to sense their presnece on Char.
However, Kerrigan wouldn't be there to tell of the new Overmind, and when the fleet of the Executor reached Char in search of the Khalis, they may have a harder time in securing the crystal.

The final possibility (still assuming it's working for it's own purposes) is that it sees something in humans, more than the Overmind saw in them when it infested Kerrigan, which it did to use her a mere tool to overtake the Protoss.
That theory would explain why Kerrigan (or anyone else) never found it, why it's waking up now, and why it's trying so many experiments with Terran, who are a unknown variable who seem to have interrupted the plan of the Xel'naga.
Coupled with the fact that the infested terran on Braxis were only about a 1/10 as effective as normal it is probable that STukov was the only controlling force for the Zerg on that planet.

The 10 years may be about kerrigan freed from the overmind and then Kerrigan forces VS the puppets of the Xel Naga.
