Together with the rest of modern-day Latvia these states were conquered by the German crusaders of the Livonian Order in the 13th century and incorporated into Livonia.
At the treaty of Oliva most of Livonia was ceded to Sweden, but a part of Livonia including Latgale remained under Polish control; this land became known as Inflantia.

Livonia's prosperity came to an end in the 16th century, when the country desintegrated and became an easy target for foreign powers: Estonia, that had been part of Livonia since 1343, was conquered by Sweden in 1558, while the rest of the country became a battlefield for Russians and Veneds.
Courland became a Venedic fief in 1561, while the remaining part of Livonia, from now on called "Livonia" or "Inflantia", became a Venedic protectorate.
As a result of the Swedish-Venedic War (1620-1629), the largest part of Livonia became Swedish as well; the Southeastern part, currently known as Latgale, remained part of the Republic of the Two Crowns as Venedic Livonia, and Courland maintained its semi-independent status as a Venedic fief.

No exact data on first Jews, most probably they arrived from Poland in early 17thC after pogroms in 1605-39 (Vilna, Sandomir, Brest, etc.).
