The Information Technology (IT) Management Reform Act of 1996 (i.e., ITMRA or Cohen Bill), which is effective August 8, 1996, places focus on the life cycle management of IT and the processes supported by that technology, rather than simply on the procedures and process used to acquire IT.
A contract for an increment of an information technology acquisition should, to the maximum extent practicable, be awarded within 180 days after the date on which the solicitation is issued and, if the contract for that increment cannot be awarded within such period, the increment should be considered for cancellation.
The information technology provided for in a contract for acquisition of information technology should be delivered within 18 months after the date on which the solicitation resulting in award of the contract was issued.
