The consensus of opinion of ISPP members and its committee on bacterial taxonomy was that the pathovar designation most accurately records the known status of the list 2 nomenspecies and that formal recognition is essential to avoid confusion in the nomenclature.
The term pathovar is used to refer to a strain or set of strains with the same or similar characteristics, differentiated at infrasubspecific level from other strains of the same species or subspecies on the basis of distinctive pathogenicity to one or more plant hosts.
Pathovar as an infrasubspecific term is explicitly a special purpose classification and not part of the taxonomic hierarchy.

A name following a binomen is subspecific unless evidently infrasubspecific or otherwise expressed by the author, for example by useing the terms aberration, ab.
This is different in cases of infrasubspecific names becoming available by elevating their rank.

Verhulst (2000) list the following taxa as infrasubspecific varieties of the nominate subspecies.
However, the type locality for these taxa is "Chotan" (= Hotan, Xinjiang, China) and the distribution area of Colias cocandica cocandica Erschoff, 1874 and Hotan is separated by the distribution area of subpecies hinducucica Verity, 1911 (and possibly kunjerabi Verhulst, 1999).
They should rather be considered infrasubspecific varieties Colias cocandica hinducucica Verity, 1911.

I also agree that the nomenclatural problem needs sorting out.
Firstly I guess you have to resolve whether Portmann & Sandmeier used 'variety' as an infrasubspecific term or as a category equivalent to subspecies.
If the latter, then Thompson & Brown (1984) cite the names as Diaphorodoris luteocincta alba and Diaphorodoris luteocincta reticulata in a form suggesting they consider the names to have have subspecific equivalence, which would suggest 'alba' is available.
