The Inland Revenue was a department of the British Government responsible for the collection of direct taxation, including income tax, national insurance contributions, capital gains tax, inheritance tax, corporation tax, petroleum revenue tax and stamp duty.
More recently, the Inland Revenue have also administered the Tax Credits schemes, whereby monies are paid by the Government into a recipient's bank account or as part of their wage, such as Working Tax Credit and Child Tax Credit.
The Inland Revenue was merged with HM Customs and Excise to form a new department, HM Revenue and Customs, with effect from 18 April 2005.

However, it is clear from the Bulletin that the Revenue are also attacking cases where there is an erosion of the UK tax base by foreign multinationals operating share option plans and making a recharge based on the full “spread” to the UK subsidiary.
In this case the Revenue may again seek to impute and tax arm’s length income arguing that such income is in relation to the provision of the share option plan and therefore not a capital receipt.

Inland Revenue chief Sir Nicholas Montagu promised only that there would be talks with the IR's IT partner of 10 years over the cost of compensation to those whose payments were delayed and the administrative costs of 200,000 interim payments that had to be made as a result.
Revenue deputy chairman David Hartnett suggested that the IT problem was one of data flow in a component-based system involving several different computer systems.

The Inland Revenue Service Union in a press release last Sunday explained the main causes for the inefficiency that prevailed in the Inland Revenue Department and pointed out that the tax revenue which was 19 percent of the GDP in 1980 dropped to 14 percent by 2003.
Weak tax management,utilization of weak resources and the outdated institutional structure are the main causes of inefficiency in the Inland Revenue Department, it stated.
The Inland Revenue Service Union representing nearly 60 percent of the revenue service workforce, pointed out these causes and agitated for a reformation in keeping with and present day tax management, economic, social and technological development.

The Inland Revenue has lost up to £2bn in overpaid tax credits and the new IT systems that should help rectify the problems are not working properly, according to a National Audit Office report released today.
Inland Revenue’s new tax credit payments, which were introduced in April.
A spokeswoman for the Inland Revenue said that the department is considering the findings of the NAO report, and that the backlog in processing child and working tax credit claims had been cleared.

IR35 campaigners have welcomed changes made by the Inland Revenue in the way it assesses whether someone is genuinely self-employed -- a move that could mark a thawing in relations between IT contractors and the tax inspectors.
The Professional Contractors Group (PCG), which recently lost both a high court challenge to IR35 and a subsequent appeal, said that the Inland Revenue's actions were a positive step.

While many large-scale technology deployments do have such processes, in this case the mistakes made by Inland Revenue's systems have had a direct and immediate impact on U.K. taxpayers and thereby riled up those taxpayers' elected representatives.

According to a report in the Independent newspaper, the UK’s Inland Revenue is encouraging certain taxpayers to switch to the PAYE (pay as you earn) system from the self assessment system in a bid to save the department some money.
The paper reported that Richard Lloyd-Warne, a tax manager at the London office of national accountancy group, UHY Hacker-Young, is one taxpayer who has received a letter from the Revenue inviting him to forgo the hassle of filling out a self assessment tax return form in favour of paying his full tax obligation by PAYE.
Lloyd-Warne considers this move a deliberate tactic by the Revenue to reduce the number of legitimate refunds it has to pay, and advises taxpayers to continue filing their own returns, arguing there is “a point of principle at stake.”
