Inspectah Deck starts off his second solo joint declaring that it's the beginning of a new era in rap - it's the movement, up from the roots.
The problem with most movements is that they pull in many directions, lacking in focus and don't give an attractive option to the element their rebelling against.
Deck has always been one of the sharper swords in the Wu, and he's still able to slice a track with cinematic wordplay.

The Wu-Tang Clansman is fed up with "the industry" and its effect on hip-hop and is attempting to start a revolution with his sophomore solo LP The Movement.
If you check Deck's history - his career is about a decade old now - you'd be hard-pressed to find a verse that didn't totally reflect his "witty, unpredictable" lyrical talent, so it's no surprise that The Movement is lyrically sound.
The major problem with The Movement is that Deck's monotone flow - regardless of how nice he is - gets tired after a while.

Second tier Wu Tang MC Inspectah Deck steps up to the mic for his second solo album, and it would seem he's not overly concerned that others are taking the C.R.E.A.M. that should be his by rights, considering his position as one of the quieter but more creative members of the Wu family.
Having been with the Wu from the beginning, Deck is more aware than most of the vagaries of the hip hop game, and as a result is happy to simply drop an album of straight up bangers, no skits, no fake cleverness, and by all means no bling-bling displays of short-lived wealth.
Lacking the general appeal of fellow Wu members Method Man, ODB, Raekwon et al, Deck belongs to that elite group of the Wu (GZA, Killah Priest) who manage to drop quietly brilliant albums that unfortunately get a little overshadowed by their more well-known comrades.

Wu-Tang veteran Inspectah Deck a/k/a Rebel INS returns with something of a wasted sophomore effort after his underrated solo debut, 1999’s Uncontrolled Substance (Relativity).
The decent beats that ground "Get Right" and "It’s like That" are watered down by weak hooks; "It’s like That" even puts the typically mellow Deck in the uncomfortable position of having to yell out the chorus.
G Rap does lend a much needed hand on "Framed," and there are three tracks — "City High," "Vendetta," and "Who Got It" — where Deck sticks to what he’s always done best, simple storytelling from the streets without jiggy filler.
