His relevant background includes agriculture, local government, membership of the Federal Parliament and the executive directorships of the Australian Institute for Public Policy and the Institute for Public Affairs where he is a Senior Fellow.
Harold Clough is a successful business man in Western Australia who has been a strong supporter of the Institute for Public Affairs, a free enterprise think tank.  Some of the events and the people who feature in this lecture will not be familiar to overseas readers, however the message is clear enough.

DOGS consider the arguments supporting the granting of State Aid as the eleventh worst decision is a reflection of the I.P.A's failure to understand the importance of public education alongside separation of Church and State as the cornerstone of the Australian secular, liberal, democratic and heterogeneous society.
Unfortunately the I.P.A. does not understand that church schools are a cancer in the body politic, poisoning the arms of government (executive, legislature, and judiciary) and damaging the sinews of the democratic process.
Secular Public Education is one of the underpinnings of the secular state.

Malaysian anti-biotechnology groups are being funded by American radical environmentalists, according to preliminary results of an investigation conducted by the Institute of Public Affairs (IPA) in Australia.
IPA's month-long investigation was initiated after a number of leading biotechnology scientists such as Professor C.S. Prakash, a regular visitor to Malaysia, expressed concern over the funding sources of the well-funded disinformation campaign being waged against biotechnology in countries such as Malaysia.
The Melbourne-based IPA is Australia's leading public policy think-tank which has a long interest in economic development.

One of the most important outcomes of the Wilkins Center's 1996 report on Minnesota eighth grade test scores was a series of community meetings the Center conducted with communities of color to discuss the achievement of their children.

That was the message delivered by a series of speakers at an all-day conference, "Nongovernmental Organizations: The Growing Power of an Unelected Few," Wednesday sponsored by the American Enterprise Institute (AEI), a Washington think tank that has been particularly influential with the Bush administration.
These efforts are intended in part to further a world order based on "global governance" and the rule of international law, rather than one based on the sovereignty of democratic nation states.
Mike Nahan, Institute of Public Affairs's executive director, charged that international NGOs supported secession movements in East Timor and Aceh, Indonesia; put Papua New Guinea "on the road to bankruptcy" by forcing out the mining industry; and is "destroying civil society in many of these countries."
