On 18-19 October, Prime Minister Fredrik Reinfeldt, Minister for Foreign Affairs Carl Bildt and Minister for EU Affairs Cecilia Malmström are to travel to Lisbon to attend the informal EU Summit.
Among the subjects to be discussed at the Summit by the EU Heads of State and Government are the new Reform Treaty, the Lisbon Strategy and the significance of external trade for growth and employment in Europe.
The changes that Africa south of Sahara is currently undergoing will be reflected in the Government communication which is to be presented to the Riksdag by the end of 2007.

INSTRUMENT OF GOVERNMENT, the name given to the decree, or written constitution., under which Oliver Cromwell as lord protector of the commonwealth governed England, Scotland and Ireland from December 15~l to May 1657.
It was in these circumstances that the Instrument of Government, drawn up by some officers in the army, prominent among whom was John Lambert, was brought forward.
Consisting of forty-two articles, the Instrument placed the legislative power in the hands of one person, and the people assembled in parliament ; the executive power was left to the lord protector, whose office was to be elective and not hereditary, and a council of state numbering from thirteen to twenty-one triembers.

The Instrument of Government of 1809 replaced the Instrument of Government from 1772.
It remained the second oldest written constitution in the world after the Constitution of the United States until 1975, when it was replaced by a new Instrument of Government, which made Sweden also formally a parliamentary monarchy.

Sweden's unbloody revolution of 1772 was legitimized by the Parliament in new versions of the Instrument of Government (in 1772 and 1789), making the King a "Constitutional Autocrat".
In Sweden the loss of virtually half the realm led to another unbloody revolution, a new royal dynasty, and a new Instrument of Government of June 6, 1809, under which the King still played a central role in government, however no more independent of the Privy Council.
