These are the opening words of the Instrument of Government which is one of Sweden's four fundamental laws and which deals with the way in which Sweden is to be governed.
The first Instrument of Government was issued in 1634 and it has since been revised and renewed over the years.
The Instrument of Government contains rules on the realisation of democracy in Sweden and on the division of power between the Riksdag, Government, municipalities and county councils and courts.

The Lord High Chancellor, Axel Oxenstierna, was the architect of the Instrument of Government of 1634, which laid the foundation of modern Sweden.
It secured that all government appointments had to be filled by candidates from the nobility, a move which helped to mobilize support of, rather than opposition against, a centralized national government.
Following the new Instrument of Government from 1809, a change was made towards the British system, so only the head of the family holds the status.

We agree with the Government's general policy aim of preserving lotteries for good causes and agree that, if this is to be achieved, it is necessary to prevent competitions in which the level of skill involved is so minimal that they are, in effect, lotteries.
The Government has acknowledged that "there is scope for increasing the clarity of the Bill in so far as it applies to schemes which have different stages, some of which require skill, others depending purely on chance."[887] We urge the Government to clarify the treatment of hybrid schemes under the draft Bill.
