It is a unique committee, as it is not a committee of the Parliament of the United Kingdom.
It has been argued that the ISC should be a select committee of Parliament, but in practice it has greater powers than a select committee: in its inquiry into the Vasili Mitrokhin affair it was able to obtain papers from former administrations and official advice to ministers, both of which are forbidden to select committees.
This committee ceased to exist when Parliament was dissolved on 11 April 2005; the Prime Minister will appoint a new committee after the UK general election on 5 May 2005.

The Committee has investigated the role of Ministers, the Joint Intelligence Committee (JIC), the Intelligence Co-ordinator and customers in establishing, authorising and verifying the National Intelligence Requirements, which are the requirements and priorities for secret intelligence for the SIS and GCHQ.
The Committee, which was not consulted about the drafting of the amendment, was concerned that the Government would have the ability to exclude the applicant and/or their legal representative from all of the proceedings.

The Committee also provides ad hoc reports to the Prime Minister from time to time.  The Committee is supported by a Clerk and secretariat based in the Cabinet Office and has an investigator whom the ISC can deploy to pursue specific matters in greater detail.
This is the 'key' committee involved in the Intelligence Community.  Originally formed as the Inter-Service Intelligence Committee (ISIC) under the Chiefs of Staff in January 1936, retitled the Joint Intelligence Committee (JIC) in July 1936.
The Joint Intelligence Secretariat is responsible for the administration of the JIC and its sub-committees.

It is comprised of MI5's Counter-Terrorism Analysis Centre, the SIS, GCHQ, DIS (Defence Intelligence Staff), the police including Special Branch and the security division (TRANSEC) of the Department of Transport.
