The translation function gives a value of about.8, indicating the specifiers of the function feel that not all people that claim they definitely intend to purchase will actually purchase.

The term "originalism" refers to two distinctly different ideas: one version, known as original intent, is the view that the interpretation of a written constitution is (or should be) consistent with what it was originally intended to mean by those who drafted and/or ratified it.

Rather, the intent is to reduce the amount of clutter or crowding of features protrayed on the map." [There's a typo there for "portrayed", BTW.] I think that there would be value in adding an explicit clarification to the spec stating whether these elements should restrict GetFeatureInfo requests.
Getting back to first principles, the underlying question here is whether GetFeatureInfo is understood as a request for information about features drawn on a map (defined by the GetMap request) or a request for information on geospatial features, with the map image just helping to define where the features are located.
