She did not know if that was a firm decision but she felt there needed to be some careful assessment as to the visual impact it might have on the baylands.
It was getting to be overwhelming and she was afraid the City would be faced with the same kinds of issues as it had in the past where issues were talked to death, no one could afford to get anything on the table, and no one was satisfied.
Whether or not the City or the property owners took a lead in making sure it happened was not an item of consensus among the four groups but merely the fact it was a point that should be concentrated on before further efforts were made.

Bicycle patrols are now enjoying a resurgence in many cities, as the mobility of car-borne officers is becoming increasingly limited by traffic congestion and pedestrianisation.
Most cities in the West, and many outside it, support a sizable and visible industry of cycle couriers who deliver documents and small packages.
In Shanghai, a city where bicycles were once the dominant mode of transportation, bicycle travel on city roads was actually banned temporarily in December 2003.

The Firm [1989] DVD at Shop Ireland
The Firm stars Gary Oldman as Bex, the leader of the ICC (Inner City Corporation), a gang of brutal soccer fans who want to prove that they're the hardest gang in the area.
Many details of the ICF portrayed in The Firm are realistic: the movement consisted largely of autonomous groups who united under the ICF banner on match days; and the ICF were - at the time - the most feared hooligan firm in the country.
The drama focuses on the attempts of Oldman's character to unite England's warring firms (in the manner that the ICF united the West Ham firms), but his national ambitions bring him into vicious conflict with rivals in London and Birmingham.

The I.C.F. funded many of their hooligan activities by organizing, pay-at-the-door, warehouse ‘rave' parties, using the proceeds to travel in style to away games in England and abroad.
Individuals in West Ham's Inter City Firm were used as consultants in BBC's ‘The Firm' (1989) and "delighted in representations of the lads stockbroker belt life-styles and the trashing of the Golf convertibles and BMWs of rival hooligan gang leaders" (Williams and Wagg, 1991, p.

The West Ham 'firm' in the film is called the Green Street Elite (GSE), whereas the real West Ham 'firm' was called the Inter City Firm (ICF), so called as the hooligans used to use Inter City trains to travel to away matches.

Indeed, the leading hooligans in “The Firm” are charismatic, successful and intelligent men who are addicted to the thrill of conflict, planning their battles like military campaigns.
The violence in “The Firm” is almost pantomime in comparison, intensely stylised, and this undermines the message which Clarke is trying to portray.
However, despite the fact that this is a flawed work, Clarke is such a good director that, even though he is not at his best, it still stands out as a gripping piece of drama with a message that is still relevant today.
