One has to admit that the Council Fathers in their decision to reduce the document to its essentials but at the same time asking for a more extensive pastoral instruction to be worked out by professionals was a wise move.
Despite the negative comments during and after the Council the short Inter Mirifica decree triggered several developments and also clarifications in the understanding and subsequent handling of Social Communication.

Inter Mirifica - On Social Communications - Documents of Vatican II Decree on the Media of the Social Communications
The most important of these inventions are those media which, such as the press, movies, radio, television and the like, can, of their very nature, reach and influence, not only individuals, but the very masses and the whole of human society, and thus can rightly be called the media of social communication.
Thus, as was the case with ancient works of art, the name of the Lord may be glorified by these new discoveries in accordance with those words of the Apostle: "Jesus Christ, yesterday and today, and the same forever."(2)

The Vatican II decree Inter Mirifica (Decree on the Media of Social Communications) warns men of the dangers of employing media such as film "contrary to the plan of the Creator and to their own loss" (IM 1).
Inter Mirifica goes on to affirm "the absolute primacy of the objective moral order," meaning that the moral order "surpasses and fittingly coordinates all other spheres of human affairs—the arts not excepted—even though they be endowed with notable dignity" (IM 6).
This is in keeping with the teaching of Inter Mirifica, which exhorts all who use the media to "endeavor to deepen their understanding of what they see, hear or read" and "learn to pass sound judgments" (IM 10) regarding them.

I do remain optimistic about the communications media, however, not only because the very opening words of "Inter Mirifica" describe them as among the marvelous things which God has enabled human beings to discover, but because communication itself is rooted in the divine.
