The Bull containing this reform has been nicknamed, Inter Gravissimas, after the first two words of the text.
With these words, Gregory expressed his vision of the 1582 calendar reform as completing a task called for by the Council of Trent in 1563.

A modification of the Julian calendar, it was first proposed by the Calabrian doctor Aloysius Lilius, and was decreed by Pope Gregory XIII, for whom it was named, on 24 February 1582 via the papal bull Inter gravissimas.
Its years are numbered based on the traditional birth year of Jesus Christ, which is labeled the "anno Domini" era.

BTW, I wanted to explain something about celebrations around Christmass time in Russia:
Everything started when Pope Gregory XIII published his “Inter Gravissimas” bull in 1582 setting out 1st of January as a beginning of the year and adjusting Julian calendar to this approximatelly 1/4 of the day in the length of each astronomical year, which was not accounted for before that.
It was done by introduction of the leap years.
