INTERFERENCE is an act by the team at bat (notice it says "TEAM") which interferes with, obstructs, impedes, hinders or confuses any fielder attempting to make a play.
However, if the ump judges that he intentionally interfered with a play or did not try to avoid interfering when he could have, he can be called out even though he is in the box.
If he is in the lane he could still cause interference, but it would have to be something obviously intentional (like grabbing the fielder's arm or glove, or deliberately touching a thrown ball).

For baseball I think Southern California is unique, but it was much the same when there was an AL team in Washington DC.
Fan interference appears to be minimal in MLB and it is only when the odd accasion arises that it becomes an issue.
Perhaps in MLB, when a fan interferes with play that fan shud be evicted from the stadium and also banned, although the interference always seems to for the purpose of souveniring the ball rather than affecting the result or intimidating/attacking a player/official.

I was just looking through "The Rules and Lore of Baseball" by Rich Marazzi and he opines that the ump may have gotten a call in game 3 of the 1975 World Series incorrect because he relied on an interpretation in the manual.
It said (or implied) that the interference had to be intentional, while the rule ignores intent.
Needless to say, the issues surrounding obstruction and interference are some of the most misunderstood rules in the OBR - and are complicated in their application.
