Inquiries into whether and how effectively an organisation is contributing to grand objectives—although such an inquiry could prove unwieldy and difficult to contain, useful contributions could nevertheless be made by a committee investigating the work an organisation has done to further the pursuit of goals or to respond to supranational challenges.
Inquiries into whether a proposed new organisation should be set up—although governments seem to be of the settled view that the number of intergovernmental organisations is sufficient, a committee should be able to review proposals to found a new organisation.

Later that year the General Assembly's Declaration on Enhancing Cooperation with Regional Organisations and Agencies declared that regional efforts by regional arrangements in the maintenance of peace and security should be encouraged and supported by the Council.
The Summit Outcome Document of September 2005 recognised the contribution of regional organisations to peace and security and supported a stronger relationship between the UN and regional and subregional organisations pursuant to Chapter VIII of the Charter.
Seven international organisations attended (AU, Commonwealth of Independent States, EU, League of Arab States, NATO, OSCE and ECOWAS) and a presidential statement was issued acknowledging the important role that can be played by regional organisations in the prevention, resolution and management of conflicts and stressing that the importance of improved cooperation and collaboration.

The twelfth session of the Intergovernmental Council of the International Hydrological Programme (IHP) was held at UNESCO Headquarters in Paris from 23 to 28 September 1996.
Mr Mahmoud Abu-Zeid from Egypt was elected as Chairperson of the Intergovernmental Council for IHP and Mr M. Spreafico of Switzerland, Mr P. Serban of Romania, Mr V. Pochat of Argentina and Mr S.M. Seth of India were elected as Vice-Chairpersons.
The eleventh session of the IHP Intergovernmental Council, held in January 1995, discussed the issue again and recommended postponing the discussion to the twelfth session of the Intergovernmental Council inviting, in the meantime, the IHP Bureau to further consider the matter at its twenty-third session.
