The Iraqi Interim Government was created by the United States and its coalition allies as a caretaker government to govern Iraq until the Iraqi Transitional Government was installed following the Iraqi National Assembly election conducted on January 30th, 2005.
The Iraqi Interim Government itself took the place of the Coalition Provisional Authority (and the Iraq Interim Governing Council) on June 28, 2004, and was replaced by the Iraqi Transitional Governmenton May 3, 2005.
Allawi was a former member of the Iraq Interim Governing Council and was chosen by the council to be the Interim Prime Minister of Iraq to govern the country beginning with the United States' handover of sovereignty (June 28, 2004) until national elections, scheduled for early 2005.

The TAL spelled out the provisions which were to govern the Iraqi Interim Government, and the timeline for holding elections to a National Assembly, drafting of a permanent constitution to be voted on by the Iraqi people, and elections to a permanent government.
Other legislation passed by the council included declaring the day that Baghdad fell to be a national holiday, voting to establish a tribunal to try former government leaders, and banning television stations which are deemed to be supportive of the resistance.
According to the Law of Administration for the State of Iraq for the Transitional Period, the interim constitution that the Council approved, the Council would cease to function after June 30, 2004, at which point full sovereignty would return to Iraq, and the government will be handed over to a new, sovereign interim government.

BAGHDAD (Reuters) - Iraq's interim Governing Council said Saturday a transitional sovereign government would be in place by next June and an elected government would follow by the end of 2005 after the drafting of a constitution.
The Governing Council unveiled the new timetable after the United States gave up its earlier insistence that a constitution be drafted and ratified before a sovereign government could take over from the U.S.-British occupying powers.
In the meantime, a transitional council will be selected by May next year, which will pick the transitional government by the end of June, he said.

First of all I think the Governing Council needs to be given time, no one should pass judgment on the Governing Council until it has functioned for a number of weeks, until it has appointed interim ministers, in other words until it has played fully its role and organised itself.
We are entering a new phase, I repeat give this council a chance and I am convinced that they will demonstrate that all of them without exception can transcend their own political or ethnic or cultural interests to work for a united Iraq where the rights of all communities are respected and protected.
I know there have been suggestions in public to that effect from different governments, they will have to raise that in the Security Council and it will be up to the 15 members to decide whether that formula is a desirable one and when to apply it.
