Perhaps one of the most difficult concepts with video is the two types of displays and encoding - interlaced and progressive.
Interlaced scanning doubles the rate of images displayed by first scanning all the odd numbered lines and then scanning all the even numbered lines - or vice-versa depending on the equipment.

Progressive video means that every pixel on the screen is refreshed in order (in the case of a computer monitor), or simultaneously (in the case of film).
Interlaced video is refreshed to the screen twice every frame - first every Even scanline is refreshed (the little gun at the back of your Cathode Ray Tube shoots all the correct phosphors on the even numbered rows of pixels) and then every Odd scanline.
What resizing video to a lower resolution basically does is it takes a sample of the pixels from the original source and blends them together to create the new pixels (again that's a gross simplification but it should suffice).

Interlaced artifacts in 1080p/24 frame material converted to 1080i/60 are not nearly as bad as video material initially created in 1080i/60.
Converting 1080p/24 video to 1080i/60 is asking for at least the addition of noise in the image if not a reduction in horizontal resolution.

If you have interlaced footage you need to encode one field at a time to avoid having a chroma channel which is the average of two different images because of the interlacing.
If you have mostly pure interlaced material you can either try full deinterlacing (smoother motion, not always as good picture quality) or you can try using the avisynth decomb filter but smoothness of motion may be a problem in parts where pure interlacing has been used to make the motion smooth (digital pans etc.).
When making my Gunbuster video I had two IVTC patterns, one without blends that was jerky in panning shots and one with blends that was smooth in panning shots and I had to use the different sources for different parts of the video depending on the scene.

I was thinking about the drawbacks of having interlaced video footage when all computer monitors are progressive scan and perhaps some day all tvs will be progressive scan.
I know that deinterlacing is a possible solution, but we know that reduces the quality of the video and reduction and video quality tends to show more and more as TV resolutions will keep improving.
But I was thinking if it would be theoretically possible to view interlaced video as interlaced on a monitor that supposedly only outputs progressive scan.

The idea here is to first separate the interlaced fields to form a new frame, perform filtering with NV and then combine the fields back to their original positions.
Actually, the current version (1.5) will work with interlaced footage but deinterlacing implicitly done by VD in this case is not so high quality as that provided by the dedicated "deinterlace" filter, so you may still want to explicitly deinterlace video sequence using "deinterlace".
I believe interlaced video data is deinterlaced by VD before sending a frame to a plug-in so you have a choice "deinterlace using method A vs deinterlace using method B" rather than "deinterlace vs don't deinterlace".

I converted some AVI's to SVCD succesfully, but my AVI's are interlaced (TMPGenc tells me it is) but I didn't use the deinterlace filter.
Interlaced video is intended for television viewing, so no, you dont have to reencode all of your AVIs if this is what you converted for.
If your source is interlaced, and you plan to watch on tv, YES!
