The Intermodal Surface Transportation Efficiency Act of 1991 (Public Law 102-240; ISTEA, pronounced Ice-Tea) is a United States federal law that posed a major change to transportation planning and policy, as the first U.S. federal legislation on the subject in the post-Interstate Highway System era.
It was preceded by the Surface Transportation and Uniform Relocation Assistance Act of 1987 and followed by the Transportation Equity Act for the 21st Century (TEA-21) and most recently in 2005, the Safety Accountability Fairness Efficiency Transportation Equity Act.
ISTEA defined a number of High Priority Corridors, to be part of the National Highway System.

Intermodal transportation for surface transportation of people and goods includes the interchange between modes such as automobiles, mass transit such as buses, railway including commuter rail and can include Park And Ride lots or other mode interchange facilities.
A holistic view of transportation in which individual modes work together or within their own niches to provide the user with the best choices of service, and in which the consequences on all modes of policies for a single mode are considered.

CBO estimates that there would be no significant budgetary savings from this provision because the likelihood that the provisions of the bill would increase seat belt usage significantly is small and the impact of any change in seat belt usage on Medicare and Medicaid spending would likely be negligible and difficult to identify.
