A 1997 policy forum conducted by the Eno Transportation Foundation and cosponsored by the U.S. Department of Transportation and the European Commission brought key public and private leaders in transportation industries from the United States and Europe together to examine strategies for improving transatlantic intermodal freight transport.
The goals of the forum sponsors-the European Commission, the Eno Transportation Foundation, and the U.S. Department of Transportation-were to improve intermodal transport by building a better understanding of the complex set of issues that affect it, and to help independent public and private organizations coordinate their activities into an integrated whole.
Intermodal freight transport, or the seamless and continuous door-to door transport of freight on two or more modes, has evolved considerably in response to changing marketing and distribution requirements and new technologies that unlock the potential for efficiency improvements in transport and supply chain management.

 Intermodal Freight Transport
Intermodal freight transport is a system for transporting goods, particularly over longer distances and across international borders, which uses a combination of two or more individual modes, such as road haulage and rail freight, or road haulage and inland waterway barge, to achieve the most economic, efficient and environmentally-friendly delivery of loads to their destination.
While much of the freight currently carried by road simply cannot be switched wholly to rail for obvious practical and logistical reasons, nevertheless opportunities exist for significant volumes of such traffic to complete at least part of its journey from A to B on rail to the benefit of all concerned.
Road-rail freighting is not a new concept, in fact, the practice of transferring road trailers and road-borne containers to rail for trunk haulage has existed since the earliest days of rail, although the hardware has changed over the years and many of today's international journeys are much longer than the domestic operations of yesteryear.

This study is an input to the Northern Maritime Corridor on the environmental issues of establishing two new short sea cargo routes: 1) between Mid-Norway and Rosyth and 2) between Kristiansand and Eemshaven.
