We will not know the full effect of all these new measures on higher education until this fall, but it is worrisome that in a survey conducted last fall by NAFSA and the Association of American Universities, we found that hundreds of students and scholars were delayed.
That letter, sent by the American Council on Education, the Association of American Universities, the National Association of State Universities and Land Grant Colleges, and the Council of Graduate Schools.
For the record, we enclose with our statement a copy of the NAFSA/Alliance letter to Secretaries Powell and Ridge, the letter from the four higher education associations to Secretary Powell, and the New York Times editorial.

The students created the Alliance in order to coordinate the activities of existing atheist and humanist student groups, to spark the formation of new freethought groups at colleges and universities, and to fight for the rights of non-religious students nationwide.

From the introduction of football at Public Schools and Oxford and Cambridge Universities around 1838, to the legalisation of professionalism in 1885, the game had been an amateur sport, administered by old boys of well-known Public Schools.
AFA Clubs were entitled to enter FA Cups and FA Amateur Cups, and the AFA won highest recognition with representation on the FA Council, the International Selection Committee, and the Amateur Cup Committee.
This decline was also reflected within the AFA where there was little development of club facilities or the quality of AFA football – leaving that to individual clubs, and a limited representative game schedule.

According to Allan E. Goodman, president of the Institute of International Education, "The increase in foreign-student enrollment is particularly impressive this year in light of the Asian financial crisis." (The previous statistics are from the institute's annual report, "Open Doors 1998-99", which is based on a census of foreign-student enrollment at 2,707 schools.)
