  International Building Code - Wikipedia, the free encyclopedia
It differs from the related International Fire Code in that the IBC handles fire prevention in regards to construction and design and the fire code handles fire prevention in an on-going basis.
The International Building Code applies to all structures in areas where it is adopted, except for one and two family dwellings (see International Residential Code).
The code also address the number of exits required for a structure based on its intended occupancy use and the number of people who could be in the place at one time as well as their relative locations.

 International Building Code 2003 - Chapter One
The building official shall be appointed by the chief appointing authority of the jurisdiction.
The building official shall receive applications, review construction documents and issue permits for the erection, and alteration, demolition and moving of buildings and structures, inspect the premises for which such permits have been issued and enforce compliance with the pro- visions of this code.
The building official is authorized to engage such expert opinion as deemed necessary to report upon unusual technical issues that arise, subject to the approval of the appointing authority.

Exemption from the permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code or any other laws or ordinances of this jurisdiction.
Buildings shall be constructed in accordance with the provisions of this code as limited by the provisions of this section.
An official copy of the Building Code, including a certificate by the City Clerk as to its adoption and effective date thereof, is on file in the office of the City Clerk in the Administration Building, and shall be kept there on file.

The building Official may, at his discretion, place such conditions as he deems necessary to protect the public health, safety or welfare on the building or structure to be located and may require compliance with such conditions prior to relocation or removal of the building or structure from its original site.
Such investigation of the building or structure to be relocated shall include in writing, a detailed listing of those items which are not in compliance, and which shall be brought into compliance prior to final approval of the building or structure at its new location, with all applicable codes and ordinances.
All permits issued for temporary buildings or structures shall stipulate the time frame during which the building or structure will be on the property, subject to approval by the building official, who may attach such conditions to the permit as he deems necessary to protect the public health, safety and welfare.

The International Building Code (IBC), which is used mainly for non residential buildings but does have a section on fireplaces and chimneys needed to be coordinated with the IRC.
The Uniform Building code (UBC) adopted by most western states has not referenced ASTM C315 and has allowed reinforcing bars to be grouted in solid between the flues and the masonry chimney.
The code change process goes on, of course, and there will be opportunities to propose changes in future years, but the 2000 International Code, and all the work it represents, is seminal.

Many North Carolina architecture firms were struggling to get up to speed following the adoption of the new IBC 2000 building code with North Carolina amendments, new state legislation [SB914] covering state construction procedures and practices (single prime vs. multi-prime construction contracts), and additional emphasis on minority business enterprises documentation and bid proposal forms.
We sent almost half of our staff to building code seminars and workshops to get familiar with the new code and the North Carolina amendments.
One of our staff architects went to additional seminars on the code, and developed a checklist and presentation that was provided to the entire office.
