International revolution presupposes the existence of an international party: the concrete political expression of the most class conscious workers who organise together to fight for the revolutionary programme amongst the rest of the working class.
The International Bureau was formed in 1983 as a result of a joint initiative by the Internationalist Communist Party (PCInt.) in Italy and the Communist Workers Organisation (CWO) in Britain.
International capital has thus been given a breathing space in which to restructure at the cost of millions of workers' livelihoods, increasing austerity measures, worsening conditions of work and the terms for the sale of labour power.

Just as revolutionary consciousness without a party is unthinkable, the lesson of the Russian experience is that even the most class conscious party cannot maintain a revolution in isolation from the soviets (or similar mass organs of the working class).
Although demands for certain elementary freedoms might be included in revolutionary agitation, communist party tactics aim for the overthrow of the state and the installation of the dictatorship of the proletariat.

 The Political Roots of the ICC's Organisational Malaise
Not content with warning other revolutionary organisations about the activities of their ex-member (and filling their publications with historical articles about state infiltration of revolutionary groups) they have declared that the significance of the crisis is one of "life and death for the organisation".
The duty of revolutionaries is everywhere and at all times to try to build the nuclei of the future party, however difficult the immediate situation for the working class.
This does not mean that the Party is either separate from the class (as councilists argue) or that it is the class (as the Bordigists maintain) but it does mean that it is the leadership of the class and seeks to organise itself as part of the "practical movement" of the revolution.

The recent dispute at Gate Gourmet, where baggage handlers walked out in solidarity with sacked catering staff, is one of the clearest examples of the way the unions take over class struggle to divide, isolate and help defeat workers.

The class party -- or the political organisations which precede it -- comprises the most conscious part of the proletariat who are organised to defend the programme for the emancipation of the entire working class.
