The International Communist League (Fourth Internationalist), popularly referred to as the Spartacist League and by its critics as "The Sparts", is a Trotskyist international organisation based primarily in the United States.

ICL Declaration of Principles and Some Elements of Program
The International Communist League (Fourth Internationalist) is a proletarian, revolutionary and internationalist tendency which is committed to the task of building Leninist parties as national sections of a democratic-centralist international whose purpose is to lead the working class to victory through socialist revolutions throughout the world.
The ICL fights for “cops out of the unions.” Our fight for the principle of proletarian independence from the state is underscored by the tendency pointed out by Trotsky in his unfinished 1940 essay, “Trade Unions in the Epoch of Imperialist Decay,” for the reformist trade unions to grow ever more intertwined with the state.
Communists seek to build the strongest possible unity of the working class against the capitalist exploiters; therefore, we oppose craft divisions in the proletariat and stand for industrial unionism, and oppose the splitting of the working class into competing unions based on different political tendencies or ethnic groupings.

 Marxism Glossary - F
First International - The Communist League was the first international communist organization of the proletariat founded under the guidance of Marx and Engels in London early in June 1847.
The aims of The Communist League were the overthrow of the bourgeoisie, the abolition of the old bourgeois society based on class antagonisms, and the establishment of a new society in which there would be neither classes nor private property.
The Communist League played a great historical role as a school of proletarian revolutionaries, as the embryo of the proletarian party, and was the predecessor of the International Working Men's Association (The First International).

The society we live in today, the capitalist society, is one where a minority of people, the capitalists, own and control the vast wealth of the world, and another minority, the real middle class, acts as managers, policemen and bureaucrats on their behalf.
By taking power as a class, working people, as the great majority in society, would not have the need for permanent armed agents of state power, which are used by a minority to keep the majority in line, or for a system of professional politicians and their government of lies and corruption.
The Communist League works to build a working peoples political movement often called a political party that has the support and confidence of the majority of working people, and fights for a working peoples republic.

For the Spartacist League in the United States, this renunciation of the call for independence for this key U.S. colony, the linchpin for U.S. military and economic domination of the Caribbean, amounts to outright capitulation before “their own” bourgeoisie.
As Trotsky declared in the 1919 Manifesto of the Communist International:
Yet today the ICL no longer calls for national independence for Puerto Rico, and by treating the struggle of a colonial people for national liberation as a purely democratic question, it abandons the Bolshevik understanding that the struggle against imperialist domination is a key motor force of international proletarian revolution.
