The purpose of this measure is to contribute to the process of national reconciliation in Rwanda and to the maintenance of peace in the region.
The International Criminal Tribunal for Rwanda was established for the prosecution of persons responsible for genocide and other serious violations of international humanitarian law committed in the territory of Rwanda between 1 January 1994 and 31 December 1994.
ICTR accepts interns on a limited basis depending on the specific needs of work units at the ICTR, Arusha/Kagali/the Hague, and their capacity to effectively support and supervise the interns and subject also to availability of office space.

 Project on International Courts and Tribunals
Although the ICTY and the ICTR have many commonalties (described in the ICTY) that differentiate them from all other international judicial fora, because of different factual circumstances surrounding the establishment of the two tribunals, the ICTR raises several issues that were not encountered by the Yugoslav Tribunal.
The Statute of the Rwanda Tribunal differs from that of the Yugoslav Tribunal not only in terms of applicable law, subject-matter and temporal, personal, and territorial jurisdictions, but also in terms of organizational structure.
This situation, combined with recurrent criticism of the administration of the ICTR, creates a challenge to the effective functioning of the Rwanda Tribunal, which is not experienced by any other international judicial forum.

 INTERNATIONAL CRIMINAL TRIBUNAL ON RWANDA - ICDAA BRIEF
The right of a Tribunal to protect itself from abuse by unscrupulous practitioners is inherent in every court and, in exercising that right in the one case, the Nurnberg judges made it clear that they did not intend to bar the defendants from the ethical employment of reputable American counsel.
A case was recently reported before the ICTR in which an accused and his court appointed counsel, who had been appointed without the consent of the accused, did not agree on the issue of whether genocide had actually been committed.
The Association implores this honourable international Court to publicly declare its willingness to transcend the expediencies of the moment and to articulate the rules of law governing choice of counsel, to be used as a model for national communities wishing to advance legal thinking in this area.

 The International Criminal Tribunal For Rwanda
It is true that, in many respects, the Rwanda Tribunal is a derivative of the Yugoslav Tribunal - indeed it is questionable whether the Rwanda Tribunal would have been established without the Yugoslav precedent - but, as the present article will demonstrate, it has many individual and innovative characteristics which merit an examination and exposition.
Not only does the Rwanda Tribunal possess an independent character both formally and in substance, it also differs from the Yugoslav Tribunal in its political setting, that is to say in regard to the nature of the conflict which gave rise to it and in its relationship to the Government most closely concerned.

IBUKA members believed that part of the reason the trials at the ICTR took so long was because the previous prosecutor – Carla del Ponte – was trying to do two big jobs at the same time: one for the people of Rwanda and the other for the people of the Balkans.
ICTR prosecutors and officials are often at pains to explain why things have not worked so well in the past, and spend more time doing that even in the presence of positive developments.
The real question facing the Tribunal is whether it can truly fulfil its dual mandate of dispensing justice and assisting the process of reconciliation in Rwanda within the few years of operation it has left.

In this active international policing role, an international criminal court cannot meet the requirement of neutrality and independence which must be the hallmark of any tribunal, and all the more of an international tribunal requiring the respect and support of all nations.
We note that the mandate of the Tribunal for Rwanda is limited to judging certain individuals concerning events in Rwanda and neighboring countries during the calendar year 1994.
International humanitarian law is of little use because it is limited to analyzing the conduct of war.

By the end of the year, Rwanda was close to adopting refugee legislation that established procedures for determining refugee status in accordance with international standards.
The authorities in Italy refused to implement an international warrant issued by the ICTR in July for the arrest of a Roman Catholic priest alleged to have participated in the genocide, on the grounds that under Italy's domestic legislation there was no legal basis to proceed with the arrest (see Italy entry).
A number of new political parties were formed in early 2001, most of them outside Rwanda because of The government's ban on new political parties during the nine-year transition period ending in 2003.

 Rwanda - The U.N. International Criminal Tribunal for Rwanda (ICTR)
An understaffed, unqualified, mismanaged, overpaid and bumbling UN International Criminal Tribunal for Rwanda (ICTR) is overseeing the genocide trials of a handful of Rwanda's slaughterhouse curators.
A UN report concluded the ICTR is dysfunctional "in every administrative area." The tribunal has a cash fund of US$600,000 but no written rules for disbursing it.
In June 1999, ICTR judges condemned former Rwandan governor Clement Kayishema to life in prison after announcing a guilty verdict in his two-year genocide trial.

 Law Student Interns with International Criminal Tribunal for Rwanda
The ICTR was created by a charter from the U.N. Security Council to prosecute perpetrators of the Rwandan genocide that occurred in 1994 as a result of conflict between the Tutsi and the Hutu ethnic groups.
Gilhuly said she was attracted to the opportunity at the ICTR because of her interest in human rights.
Similarly, her experiences with the ICTR have convinced her of the necessity of practicing in the United States, possibly in a district attorney’s office, before considering returning to Africa.

 International Criminal Tribunal for Rwanda Convicts Former Finance Minister
The United States notes that the International Criminal Tribunal for Rwanda (ICTR) convicted Emmanuel Ndindabahizi, a former Minister of Finance for the Rwandan Interim Government, of genocide and crimes against humanity on July 15 and sentenced him to life imprisonment.
The United States strongly supports the ICTR in bringing to justice those who have committed serious violations of international humanitarian law.
