The International Development Research Centre (IDRC) is a Canadian crown corporation that supports researchers from the developing world in their search for the means to build healthier, more equitable, and more prosperous societies.
IDRC was created by an Act of the Canadian Parliament in 1970, with a governance structure that includes an arm’s length relationship to Government and an international Board of Governors.
Many leading development agencies, including the Canadian International Development Agency (CIDA), the UK Department for International Development, the Ford Foundation, and the Swiss Agency for Development and Cooperation, as well as private sector partners — including Microsoft Corporation — have chosen to partner with IDRC because of its widely recognized experience and good corporate governance.

 History of IDRC: International Development Research Centre
Although IDRC is one of the world's leading institutions in supporting the generation and application of new knowledge to meet the challenges facing developing countries, there is no comprehensive study of the Centre's work over the years.
Part of this international dimension was the membership of the Board of Governors: while the chair and 11 of the 21 members of the Board of Governors were to be Canadian, the remaining positions ensured that the perspective and experience of developing countries would be represented.
IDRC is seeking expressions of interest from qualified and experienced individuals, firms, consortia, NGOs, or research centres to research and write a scholarly history of the Centre.

 The Audit of International Development Research Centre (IDRC)
The Centre believes its base of support lies among the global community of scientists and researchers, particularly those who are concerned with the application of science and technology to the problems and needs of development, and in the community of policy makers and policy users with the same interest.
IDRC should undertake, over time, a review and benchmarking exercise of key policies and practices in both the program area and administration, with a view toward improving practices and assuring the Board that the variances from relevant benchmarks are justified in terms of effectiveness or cost.
IDRC does not know what the costs of its operations would be if there were no regional offices, because the Board of Governors has made a clear decision to continue with regional offices: their existence is a vital part of IDRC's reputation and its comparative advantage.

 Global Health Research Pilot Project Grants - International Development Research Centre Component (IDRC) - CIHR
The ultimate beneficiaries of the research supported by IDRC should be communities in the countries of the South, particularly marginalized or disadvantaged groups.
IDRC feels that Canadians have much to offer in building research capacity in the South, as well as in directly addressing critical health issues affecting the populations of the developing world.
IDRC's Governance, Equity and Health Program Initiative, in any low or middle-income country (GEH) examines health systems through a governance lens and, conversely, uses health as an entry point to approach challenges of governance - how power is exercised, how decisions are taken, how citizens have their say.

 International Development Research Centre Act
A corporation is hereby established, to be called the International Development Research Centre, consisting of a Board of Governors that is composed of a Chairman, President and not more than nineteen other governors.
(1) The Centre is not an agent of Her Majesty, and, except as provided in subsection (2), the governors and the officers, agents and employees of the Centre are not part of the Public Service.
The accounts and financial transactions of the Centre shall be audited annually by the Auditor General of Canada and a report of the audit shall be made to the Centre and to the Minister.

Under the International Development Research Centre Act, the chairperson, vice-chairperson and nine other governors must be Canadian citizens; the other ten are non-Canadians.
The president of the Centre holds the rank of deputy minister and is responsible to Parliament through the minister designated for that purpose by the Governor in Council (currently the Minister of Foreign Affairs).

Maureen O´Neil, president of the International Development Research Centre of Canada, and Enrique V. Iglesias, president of the Inter-American Development Bank, today signed a memorandum of understanding to identify opportunities for collaboration between the two institutions to foster the economic and social development of Latin America and the Caribbean.
The memorandum provides that the Centre and the IDB will work to develop opportunities for partnership in areas such as equitable and efficient social policies, environmental and natural resource management, strengthening of public institutions and civil society participation, regional integration and international trade, and knowledge systems and institutions.
The Centre is a public corporation created with the aim of strengthening research capacities in the developing world by promoting and providing funding to innovative partnerships and networks, and has three decades of presence in Latin America and the Caribbean engaged in development work.
