International organizations so established are subjects of international law, capable of entering into agreements among themselves or with states.
Thus international organizations in a legal sense are distinguished from mere groupings of states, such as the G-8 and the G-77, neither of which have been founded by treaty, though in non-legal contexts these are sometimes referred to as international organizations as well.
International organizations must also be distinguished from treaties; while all international organizations are founded on a treaty, many treaties (e.g., the North American Free Trade Agreement (NAFTA)) do not establish an international organization and rely purely on the parties for their administration.

The North Indian Ocean Hydrographic Commission herein after referred, as “The Commission” is constituted in conformity with Resolution T1.3 of the International Hydrographic Organization (IHO), vide Annexure ‘A’.
Members of the Commission shall be the countries within International Hydrographic Organization INT charting scheme Area ‘J’, included as Annexure ‘B’, herein after referred as “Region”, who are members of the International Hydrographic Organization and whose representatives are signatories to the Statutes.
Other member states of the International Hydrographic Organization outside the region may become Associate Members as signatories to the Statutes of the NIOHC if they contribute to the safety of navigation by their activities in the fields of hydrography including training, nautical charting, and nautical information in the region of the NIOHC.

The IHO was originally established at the London International Hydrographic Conference in June 1919 and began its activities in 1921.
Among its aims are the coordination of the activities of national hydrographic offices, the greatest possible uniformity in nautical charts and documents, the adoption of reliable and efficient methods of carrying out and exploiting hydrographic surveys, and the development of the sciences in the field of hydrography and the techniques employed in descriptive oceanography.
The IHO's principal organs are the International Hydrographic Conference, which is composed of representatives of the member Governments and meets every five years, and the International Hydrographic Bureau, which serves as the permanent secretariat of the Organization and is composed of a three-member Directing Committee and the technical and administrative staff.

The National Hydrographic Office was established in 1984, and is accredited to the International Hydrographic Organization (IHO) as the focal point for Hydrography in Sri Lanka.
Hydrographic data obtained from surveys, is mainly used for port and harbour development, coastal zone management, delimitation of the limits of national maritime jurisdiction, control of marine pollution, provision of data for coast conservation and coastal engineering projects and provision of charts for navigation.
Presently the NHO is capable of carrying out hydrographic surveyshydrographic data to a depth of 5000 m, which is well within the continental margin of Sri Lanka.

In December 1998, the International Maritime Organization's Maritime Safety Committee adopted an amendment [IMO resolution MSC.86 (70)] to the then-current Performance Standards for Electronic Chart Display and Information Systems (ECDIS), adopted by IMO resolution A.817 (19), as amended by IMO resolution MSC.64 (67), which are also annexed to IHO Publication S-52.
The accuracy of the digital image file, as measured by the ability to determine the correct geographic coordinates of an individual pixel when the image file is used together with the RNC meta-data, should allow a ship’s position to be displayed at least as accurately as when using the original paper chart.
The RNC used in RCDS should be the latest edition of that originated by, or distributed on the authority of, a government authorized hydrographic office and conform to IHO standards.

Retired Rear Adm. Kenneth Barbor was voted director of the International Hydrographic Organization (IHO) Directing Committee in action April 19 by IHO's 71-member nations at the 15th International Hydrographic Conference in Monaco.
The International Hydrographic Bureau's challenge is to increase the amount and quality of hydrographic data collection and enhance navigation safety through the expanded production of electronic charts.
He is a graduate of the University of Michigan, and holds a master's degree in meteorology and oceanography from the Naval Postgraduate School.

Because the UN qualifies as an international organization in which the United States Government participates within the meaning of Public Law 89-554 as amended, organs and special programs of the UN usually also qualify under the statute as well.
While the U.S. Government participates in other international organizations not listed here, the degree of participation may not be enough to meet the statutory standard.
Although it qualifies as an international organization, assignments of Federal personnel are coordinated by the Department of State and are made under statutory authority other than Public Law 85-795.

My delegation considers the cooperation between the International Hydrographic Organization and the United Nations as indeed valuable to the implementation of the United Nations Convention on the Law of the Sea.
This is evident from the regular involvement of the International Hydrographic Organization in the work at meetings of the States parties to the Convention and the open-ended informal consultative process on the law of the sea established by resolution 54/33.
We believe that allowing the International Hydrographic Organization to participate in the sessions of the General Assembly will facilitate its closer cooperation with the United Nations and enhance the quality of United Nations activities in particular in the field of marine science as well as training and capacity building of member states in ocean affairs.
