IIUM was first conceived in 1982 by then Prime Minister Mahathir Mohamad during a special meeting between OIC leaders to establish an international institution for tertiary education based on Islamic principles (the Islamization of Knowledge).
IIUM is a private university and operates under the direction of a Board of Governors with representatives of the Organisation of Islamic Conference (OIC) as well as eight sponsoring governments.

Asia Times - News and analysis from throughout Southeast Asia
Cut off from centuries of classical Islamic and legal scholarship, which requires one to understand not just Arabic but the context and evolution of Islamic history in the first place to be able to render a sound juristic verdict, the legal sensibility of Muslims has been severely compromised.
In seeking to create an Islamic state to police and punish, the very position of Islam itself is made controversial, especially in a modern and multiracial society such as Malaysia, where up to half of the population are non-Muslims.
Due to the tendency to assume that a punitive Islamic state is the norm, when Islamists in Malaysia do propose a legislative agenda, they are often predisposed to an approach that rarely questions the spirit and ethics laden in Shariah to satisfy the five imperatives.

Several mainstream Islamic groups refused to participate in the forum on the grounds that an interfaith commission would "weaken Islam." The Government subsequently announced that an interfaith commission was not necessary but stated that interfaith dialogue should be encouraged.
Members of such groups can be arrested and detained, with the consent of the Islamic court, to be "rehabilitated" and returned to the "true path of Islam." For example, the Selangor State Religious Department detained 66 members of a "deviationist" group in 2003 and arrested 96 followers of another "deviationist" sect in April 2004.
