  International Labour Organization - Wikipedia, the free encyclopedia
The International Labour Organization (ILO) is a specialized agency of the United Nations to deal with labour issues.
Each member state is represented at the International Labour Conference by four delegates: two government delegates, an employer delegate and a worker delegate.
These have all been ratified by a majority of the member states, and are known as the international labour standards.

 International Labour Conference
First, there is the crafting and adoption of international labour standards in the form of Conventions and Recommendations.
Conventions are international treaties that, once adopted by the Conference, are open to ratification by member States.
It examines the reports which the governments of all member States are required to submit, detailing their compliance with obligations arising out of ratified Conventions, and their law and practice in respect of Conventions and Recommendations (ratified or not) on which reports have been requested by the Governing Body of the ILO.

South Africa's Minister of Labour, Membathisi Mdladlana welcomed the decisions taken at the Conference, but noted that in many instances South African labour law and practices are already ahead of those agreed to in Geneva.
Other issues that were addressed by the Conference included a constructive debate on the social dimension of globalisation, and it adopted a new recommendation on human resources development with a strong focus on education, training and lifelong learning.
Yesterday the Conference adopted the Migration Committee's plan of action, which calls for the development of a non-binding multilateral framework for a rights-based approach to labour migration and the establishment of an ILO dialogue on migration in partnership with international and multilateral organisations.

The new international environment calls for new priorities and a concentrated ILO effort to renew the combination of research and action in critical areas for the future development of employment policy, with full employment as the goal.
Labour market reform may be an important complement to macroeconomic policy, by changing incentives, by reducing the impact of adjustment on poverty or inflation, and by providing institutions for dialogue and protection which offer legitimacy and resilience.
Labour institutions in many developing countries have been too weak to cope either with the social consequences of crises or more generally with the effects of integration into the global economy.

 Information Services of the International Labour Organization: A 75-Year History - 61st IFLA General Conference
The International Labour Organization (ILO) was created in 1919 at the end of the First World War, the need for such an organization having first been advocated in the 19th century by two industrial ists, Robert Owen of England and Daniel Legrand of France.
The International Labour Of fice is the Organization's permanent secretariat, employing some 1,900 officials of over 110 nationalities in its Geneva headquarters and 40 field offices worldwide, plus 600 experts engaged in techn ical co-operation projects.
The annual conference reports and texts of Conventions and Recommendations are core ILO publications, and are complemented by reports of the ILO's regional conferences, sectoral committees and meetings.

The Governing Body noted the Government of Myanmar’s stated commitment to eradicate forced labour, but requested that this commitment be converted urgently into concrete action through the development of such a plan of action, something that had been requested by the Director-General in a letter dated 21 June 2002 to the Myanmar Minister for Labour.
The monthly labour bulletin containing news about the functional activities of the Ministry of Labour will be published for distribution to all public libraries throughout the country and to all government and non-governmental organizations.
Moreover, the Deputy Minister for Labour is the Vice-Chairman and the Director-General of the Department of Labour is the Joint Secretary of the above Committee.

It is widely recognised within and around the labour movement that labour (as wage work, as class identity, in the trade union form, as a partner in industrial relations, as a radical-democratic social movement, as a part of civil society) is in profound crisis.
Despite its electronic form, its international accessibility, and its apparent openness, my impression is that this is a dialogue imprisoned by the history of its two sponsors and their joint interest in preserving or restoring their past centrality to the world of international labour relations.
International trade unionism, once again, has to either surpass its reductionist self-definition or remain invisible in the international media arena, which is increasingly challenging and even replacing the institutional ones as the central site of democratic contestation and deliberation.

 Bahai News - THE 86TH INTERNATIONAL LABOUR CONFERENCE
The important standard-setting function of the International Labour Organisation (ILO) is embodied in its set of Conventions and Recommendations, international instruments open to ratification by member states of the ILO which regulate some aspect of labour, social welfare or human rights.
Amnesty International had welcomed the campaign, launched by the ILO's Director General in May 1995, to achieve universal ratification of the seven core Conventions, but notes that as of March this year only 35 members of the ILO had taken the step of ratifying all seven of these instruments.
Amnesty International is concerned about continuing impunity in past cases of human rights violations against indigenous people, and about the failure of the Brazilian authorities to investigate these cases thoroughly and to bring those responsible to justice.

Today the Committee on the Application of Standards of the International Labour Conference held its third special sitting on forced labour in Burma/Myanmar.
The Burmese Ambassador said that these "political" events were extraneous to the main subject of the meeting, which was forced labour.
Most speakers, however, did not agree, called for the immediate release of Aung San Suu Kyi and her colleagues, and many argued that it would be difficult to carry out the Plan of Action under present conditions.

 Codes of Conduct for Multinationals
The Code of Labour Practices for Apparel Industry Including Sportswear and the Fair Trade Charter for Garments seek an end to the oppression, exploitation and abuse of workers in these industries (most of whom are women) by advancing concerns of consumers who purchase products made and sold by these industries.
In February 1997, the International Labour Office formed a partnership with the Sialkot Chamber of Commerce and Industry (SCCI) and UNICEF with the goal of eliminating child labour in the soccer ball industry in Sialkot, Pakistan, during the next 18 months.
Obligations to employees under labour or social security laws and regulations arising from the regular employment relationship shall not be avoided through the use of labour-only contracting arrangements, or through apprenticeship schemes where there is no real intent to impart skills or provide regular employment.

 CEO of Labour Relations Agency to represent Canada at International Labour Conference
Joan Burke, Minister of Human Resources, Labour and Employment, announced today that Joe O’Neill, chief executive officer of the new Labour Relations Agency will be an official Canadian spokesperson at the International Labour Conference in Geneva, Switzerland.
The conference is an annual event that brings together delegates of member countries of the International Labour Organization as well as delegates from employers and workers organizations for meetings and discussions on labour matters of global significance.
O’Neill, in his former position as deputy minister of the Department of Labour, attended the International Labour Conference last year as a member of the Committee of Experts on Labour Standards.

One in six children between the ages of 5 and 17 - that is, 246 million children - are involved in child labour, according to a recent report from the ILO.
And 179 million children are exposed to the worst forms of child labour which endangers the child's physical, mental or moral well-being.
The ILO is urging the international donor community to support emergency measures aimed at creating jobs in the region.

An immediate task presented to the ILO by the first International Labour Conference, held in Washington in 1919, was the creation of a "list" of hazardous conditions and substances that could be found in the workplace.
A similar situation prevails in government where a variety of agencies are involved in regulation and inspection of the workplace and in the basic research carried out to understand better the effects of workplace hazards and how to prevent them.
Similarly, international organizations have departments which deal with health and safety as a "labour administration problem" and others that treat it as a medical and engineering problem.

During the Conference, delegates work in Committees to develop international labour standards, which are adopted in Plenary.

 Global Union Research Network - GURN
The aim of the research network is to give union organizations better access to research carried out within trade unions and allied institutions, while enabling them to exchange information on matters of joint concern and to develop the capacity to make analyses and take part in debates and policy formulation.
One of the Global Union Research Network's first pilot projects enabled trade unionists to debate the report on migrant workers which was tabled for a general discussion at the International Labour Conference in 2004.
Some of the conferences will be limited to the network and some will be open to a wider public.

"New labour laws are being passed or are in the process of discussion in Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates," the ILO report says.
