Topic: International Launch Services

HAS THE RUSSIAN SPACE LAUNCH QUOTA ACHIEVED ITS PURPOSE?
International Launch Services was established in 1995, upon the merger of Lockheed and Martin Marietta companies, to market Atlas and Proton commercial launch services in the world wide satellite telecommunications marketplace.
Launches, of course, are a means to an end of supporting a high technology, high value global satellite industry which U.S. firms traditionally have dominated.
Launches to Low Earth Orbit, or LEO, are treated less specifically because of the still evolving nature of the demand for such launches.

A Review of China's Launch Services for US-Made Satellites
In order to safely and reliably deliver the satellite into the pre-defined orbit, the service provider is obligated to share necessary data and other technical information with its customer during the performance of the contract with a view to coordinating and controlling the interface between the satellite and the rocket to ensure their complete compatibility.
International commercial launch service is a vigorous, growing industry, and an exciting stage for business cooperation among states.
We are confident that the services provided by the China Great Wall Industry Corporation will enjoy greater understanding, appreciation and cooperation from the world's satellite manufacturing community, telecommunications community, national governments and relevant international organizations, which are essential for the Corporation's continued and enhanced contribution to the telecommunications development and economic prosperity in the world.

Regulating International Trade in Launch Services
For the use of launch services, the government is to charge only "direct costs," meaning those additional costs incurred solely because of the commercial launch.
Application to launch services would therefore require a significant extension of the effects doctrine since it is unclear whether launch services providers would be considered exporters.
For the commercial launch industry, MFN status or national treatment is achieved by allowing satellite owners to export their satellites to the launchers of their choice.

As the Atlas V rocket stands gleaming in the Florida sun, Cape Canaveral Air Force Station's Launch Complex 41 is the end of a long road the rocket had to travel before being chosen to carry this important mission.
Certification of a new launch vehicle is a crucial first step because, historically, new launch vehicles have a higher rate of failure than those with a long record of successful flights.
Another used an approach similar to a launch failure investigation, in which experts examined the possible root causes of potential mission loss by looking at a multitude of critical elements that could fail and how to prevent those failures from happening.
