The International Linear Collider, also known as the Next Linear Collider, is a proposed linear particle accelerator.
The ILC will have a lower energy than the LHC, which is also due to be completed earlier, in 2007.
This is still somewhat higher than the ILC collider energy, but measurements can be made more accurately at the ILC since a collision between an electron and a positron is much simpler than a collison between many quarks, antiquarks and gluons.

A (relatively) near term goal is the completion of the Large Hadron Collider (LHC) in 2007 which will continue the search for the Higgs boson, supersymmetric particles, and other new physics.
An intermediate goal is the construction of the International Linear Collider (ILC) which will complement the LHC by allowing more precise measurements of the properties of newly found particles.
A decision for the technology of the ILC has been taken in August 2004, but the site has still to be agreed upon.

Both the International Linear Collider and ITER may be completed during the latter half of the decade.

ScienceDaily: Largest Machines On Earth: Particle Colliders
The ILC actually would be two linear accelerators colliding electrons and positrons in a tunnel 40 kilometers (25 miles) long, 10 times as long as the current longest linear particle accelerator, the Stanford Linear Accelerator (SLAC).
He notes, "The main function of ILC is to quantify and pin down the identities and true nature of particles seen in both machines."
As just one example, he cites the prototype for ILC that has been built by Deutsches Elektronen-Synchrotron (DESY) in Hamburg, a machine that also is being used as a free-electron laser making ultraviolet light for chemistry and condensed matter physics.

It is also called high energy physics, because many elementary particles do not occur under normal circumstances in nature, but can be created and detected during energetic collisions of other particles, as is done in particle accelerators.
Particles erupt from the collision point of two relativistic (100 GeV) gold ions in the STAR detector of the Relativistic Heavy Ion Collider.
Its main facilities are LEP, the Large Electron Positron collider (stopped in 2001, now dismantled); SPS, or the Super Proton Synchrotron; LHC, or Large Hadron Collider (under construction).
