Lutheranism as a movement traces its origin to the work of Martin Luther, a religious scholar who sought to reform the practices of the Roman Catholic Church in the early 16th century.
The Lutheran movement was bolstered by the work of several reformers, primarily among the early leaders was Philipp Melanchthon, a colleague of Luther's at the College of Wittenburg.
Lutheranism would become known as a separate movement after the 1530 Diet of Augsburg, which was convened by the Holy Roman Emperor Charles V in order to settle religious differences amongst his subjects.

The origins of the International Lutheran Council (ILC) can be traced to a meeting of leaders of confessional Lutheran churches in Uelzen, Germany in July 1952.
The ILC as a council of church bodies officially came into existence in 1993 in Antigua, Guatemala with the adoption of a constitution by representatives from Lutheran church bodies from all six continents.
Serving as officers of the ILC are a chairman, a vice chairman, and a secretary.

Not surprisingly, the largest numbers of Lutherans are to be found in Germany, the place where the Lutheran tradition made its beginning during the early part of the 16th century.
However, it was a member of the Lutheran Council in the U.S.A. until the Council went out of existence on January 1, 1988, with the formation of the Evangelical Lutheran Church in America.
By the same token, LCMS Lutherans believe that the way to external unity in the church is by confronting differences in doctrine and resolving these differences, not by ignoring them or by agreeing to disagree.

 LWF News - LWF and ILC Agreed on Further Joint Conversations
ILC Executive Secretary Rev. Dr Samuel Nafzger and LWF General Secretary Rev. Dr Ishmael Noko made presentations focusing on a Lutheran understanding of the authority of Holy Scripture, what is meant by subscription to the Lutheran Confessions and how Article VII of the Augsburg Confession is understood and practiced.
ILC and the LWF should encourage their member churches to seek or improve positive relations in their respective regions and to cooperate wherever possible in local events, public issues, outreach endeavors, and provision of human care.
The ILC Executive Secretary and the LWF General Secretary were asked to continue their contact and prepare for the implementation of the agreements reached.

TAALC was formed mainly by congregations of the American Lutheran Church (many with a Free Lutheran heritage) that rejected the 1988 merger that created the ELCA.
Formally called the Evangelical Lutheran Church in American until the current ELCA was being formed in 1987 -- but always spoken of as the "Eielsen Synod" -- this synod of very independent Norwegian-American Pietists has apparently declined to one congregation, whose story is linked here.
Organized in 1979, the ILC's roots are in independent Lutheran congregations that left the WELS in 1970 because they held that the King James Version to be the only acceptable English-language Bible.

 Welcome to WELS
I understand that WELS and ELS both belong to the CELC, and that it is somewhat of an international successor to the old Synodical Conference.
To the best of my knowledge, members of the ILC are very similar to the LCMS in their theological orientation, and many of them are daughter synods of the LCMS.
However, some of the ILC member churches are reported to be at least somewhat more on the "false ecumenical" end of the theological spectrum and embrace membership or active working relations with groups like the LWF.
