International organizations so established are subjects of international law, capable of entering into agreements among themselves or with states.
Thus international organizations in a legal sense are distinguished from mere groupings of states, such as the G-8 and the G-77, neither of which have been founded by treaty, though in non-legal contexts these are sometimes referred to as international organizations as well.
International organizations must also be distinguished from treaties; while all international organizations are founded on a treaty, many treaties (e.g., the North American Free Trade Agreement (NAFTA)) do not establish an international organization and rely purely on the parties for their administration.

 La Francophonie - Wikipedia, the free encyclopedia
La Francophonie (formally l'Organisation internationale de la Francophonie; literally "The Speakers of French"), a French language term coined in 1880 by French geographer Onésime Reclus, brother of Elisée Reclus, to designate the community of people and countries using French, is an international organisation of French-speaking countries and governments.
In addition to referring to the international organisation, La Francophonie may also be used to reference the worldwide community of those people whose native language or second language is French (i.e., the French Sprachraum).
The Permanent Council of the Francophonie consists of Ambassadors of the member countries, and, like the ministers conferences, its main task is to plan future summits and also to supervise the implementation of summit decisions on a day-to-day basis.

It was not until 1980, however, that we saw the birth of La Francophonie as an institution with the holding, in February 1986, in Paris, of the first Francophone Summit of Heads of State and Government, the highest body in La Francophonie.
The international Francophonie, which is essentially a multilateral entity, today embraces one in four countries in the world, bringing together 63 States and Governments from five continents.
The tenth Francophonie Summit was held in Ouagadougou, Burkina Faso, on November 26 and 27, 2004, and the theme of this Summit was " La Francophonie, a community that supports sustainable development." Holding the Summit in Ouagadougou paid tribute to the African continent, the cradle of the Francophonie.

 Minister Verner Chairs Ministerial Conference of La Francophonie on Conflict Prevention and Human Security
Minister of International Cooperation and Minister for La Francophonie and Official Languages Josée Verner will chair the Ministerial Conference of La Francophonie on conflict prevention and human security, which will be held in St. Boniface, Manitoba, on May 13 and 14.
The conference will welcome Secretary-General Abdou Diouf of the International Organization of La Francophonie and several delegations led by foreign affairs ministers from the countries of La Francophonie or their representatives.
The International Organization of La Francophonie is made up of 49 member states and participating governments, four associate states and 10 observer states.

 Canada Strengthens Support for International Organization of La Francophonie
Minister of International Cooperation and Minister for La Francophonie and Official Languages Josée Verner today announced that Canada will contribute more than $1 million over two years to support institutional strengthening at the International Organization of La Francophonie (OIF).
In discussions in Paris with OIF Secretary-General Abdou Diouf, the Minister also announced a contribution of $500,000 to support a project at the Agence universitaire de la Francophonie (AUF).
The results from the conference should contribute to discussions at the next Summit of La Francophonie, to be held in Bucharest, Romania, in September 2006.
