The International Committee was a public faction of the Fourth International formed in 1953 by a number of national sections of the FI that disagreed with the course of the International Secretariat of the Fourth International led at that time by Michel Pablo (Raptis) and Ernest Mandel.
The grouping's founding statement was an open letter of the National Committee of the SWP which outlined the disputes it had with Pablo's faction within the International Secretariat of the Fourth International.
The ICFI saw this as an abandonment of the principles that Trotsky fought for since the rise of Hitler and the consequent establishment of the Fourth International.

 Reunified Fourth International - Wikipedia, the free encyclopedia
The reunified Fourth International was created in 1963 by the reunification of the majorities of two public factions of the Fourth International: the International Secretariat of the Fourth International (ISFI) and the International Committee of the Fourth International (ICFI).
The ISFI was the leadership body of the Fourth International, established in 1938.
In 2004, for example, its International Committee was observed by the International Socialist Movement from Scotland, the Democratic Socialist Perspective from Australia, and the International Socialist Organization from the USA.

By declaring themselves the Fourth International, the "World Party of Socialist Revolution", the Trotskyists were publicly asserting their continuity not only with the Comintern but also with the earlier Socialist International and the International Workingmen's Association, the first International, which had been led by Karl Marx.
The Fourth International was hit hard during World War II, with Trotsky assasinated and many of its European affiliates destroyed by the Nazis and several of its Asian affiliates destroyed by the Empire of Japan.
The resulting international organization, linked closely with the International Liaison Committee for a Workers' International, is known among its adherents and national sections simply as the Fourth International, while some other Trotskyists persistently refer to it as the "Lambertist" Fourth International, after Pierre Lambert, a founding leader of the French PT.

The International Executive Committee rejected the idea that the International had declined; it considered that the victorious resistance to the revisionism of James Burnham and Max Shachtman was, on the contrary, a gain for the movement which was being tested in the fires of war.
The International Executive Committee declared without hesitation that 'a correct approach to the burning tasks of the French section at the present time calls for the organisation to be politically rearmed, and the entire orientation of H (Hic) and C (Craipeau) to be rejected'.
The new epoch was that of the Fourth International.

Unlike the majority of sections of the Fourth International -- which were decimated by the war, with leading members killed on battlefields, in prison camps, or in gas chambers -- the SWP emerged from the war relatively unscathed.
There was an international exchange of bulletins on this balance sheet in 1977, and there was even an organized meeting in France on such a balance sheet that involved LTF currents in various European countries and even drew in representatives from the United Secretariat.
The many international currents that claimed to represent Trotskyism all understood that SA, because it sought to uphold the defense of Trotskyism in the United States, was on a collision course with the USec and could not long survive as a political tendency unless it was part of an alternative international framework.

In 1949 and again in 1951, the leader of the International Secretariat of the Fourth International, Michel Pablo began to insist that Stalinism is a legitimate phase along the road to socialism, that the Stalinist states will spread and widen, that these vile anti-worker police states will last for centuries.
According to Pablo and his cohort Ernest Mandel, the Fourth International was bound to dissolve in the mass Stalinist parties or movements of national liberation.
The German section of the International Comittee of the Fourth International was for the first time since the 1920's able to openly address the workers in a Stalinist state.

The letter is a response to GIVI’s equation of the revisionist International Secretariat of the Fourth International (IS), headed by Michel Pablo and Ernest Mandel, with the forces organized as the International Committee of the Fourth International (IC), initiated by the American Socialist Workers Party (SWP).
The 1963 ‘‘reunification’’ between the SWP and Pablo’s International Secretariat, which produced the United Secretariat (USec), was sealed by the expulsion of the SWP’s Revolutionary Tendency (forerunner of the Spartacist League—SL).
The SL’s observation that a key to forging an authentic Trotskyist current internationally is ‘‘an understanding of the characteristics and causes of Pabloist revisionism and the flawed response of the anti-Pabloists who fought, too little and too late, on national terrain while in practice abandoning the world movement’’ is one with which we heartily agree.
