A sign language (also signed language) is a language which uses manual communication instead of sound to convey meaning - simultaneously combining handshapes, orientation and movement of the hands, arms or body, and facial expressions to fluidly express a speaker's thoughts.
Sign languages develop in deaf communities, which can include interpreters and friends and families of deaf people as well as people who are deaf or hearing-impaired themselves.
Sign languages are not simple pantomime, and they are not a visual rendition of a simplified version of any spoken language.

International Sign (IS) (also Gestuno, International Sign Language (ISL) and International Gesture (IG)) is an international auxiliary language sometimes used by deaf people at global forums such as the World Federation of the Deaf (WFD), international events such as the Deaflympic games, and informally when travelling and socialising.
The need for an international sign system was discussed at the first World Deaf Congress in 1951, when the WFD was formed.
While influenced by International Sign vocabulary and concepts, it is a natural spontaneous occurrence rather than a planned language, and is still in its infancy.

On 12 September, the Board of Governors of the International Atomic Energy Agency (IAEA) passed a resolution giving Iran until the end of October to comply with a long list of demands, including providing complex and detailed information about nuclear facilities and materials.
The demands were understandable given that Iran had during the previous year declared to the IAEA the existence of some important nuclear facilities but only after information on their existence had come from other sources.
However it is hesitating to sign an Additional Protocol which would impose more stringent safeguards until it has some assurance that this would then open the way to the technology it needs and to which it is entitled under the NPT.
