International Electrotechnical Commission - Wikipedia, the free encyclopedia
The International Electrotechnical Commission (IEC) is an international standards organization dealing with electrical, electronic and related technologies.
Today, the IEC is the world's leading international organization in its field, and its standards are adopted as national standards by its members.
The CISPR (Comité International Spécial des Perturbations Radioélectriques) – in English, the International Special Committee on Radio Interference – is one of the groups founded by the IEC.

Electromagnetic Interference   (Site not responding. Last check: 2007-10-12)
Radiation of the interfering signal(s) by the source device may be an undesired artifact of the operation of a device.
The radio frequency waveform used may be several hundred volts, and can easily be propagated via conduction through the patient to an ECG monitoring system, which is trying to detect electrical activity in a patient of a few thousandths of a volt.
Interference by conduction can usually be reduced or eliminated by a careful analysis of wiring routing and connections, including potential loops existing between electrically powered beds or other devices and the affected equipment.

 Hoolihan
The previously existing Subcommittee C on interference relating to overhead power lines, to high-voltage equipment, and to electric traction was folded into Subcommittee B in 2001.
Released as a first edition in 1976, this detailed a special device that could take measurements at the outputs of radio receivers and could also be used to assess the performance of audio systems subjected to continuous and impulsive noise.
Its purposes are to establish uniform requirements for the radio disturbance levels of ITE, to fix limits of disturbance, to describe methods of measurement, and to standardize operating conditions and the interpretation of results.

A Review of Today’s Automotive EMC Standards
Since the international standards committees deal with a number of languages, cultural differences, economic constraints, and technical viewpoints, it is remarkable that there are so few significant technical differences to be overcome.
The SAE EMR Standards Committee primarily is concerned with emissions from a vehicle and its modules or components that may cause radio-reception interference.
The USTAG for CISPR/D is a subset of this committee.

IEC, founded in 1906, is a non-government organization that prepares and publishes international standards for all electrical, electronic and related matters, such as the assessment of conformity to standards.
The committees prepare technical documents which are then submitted to IEC’s members for voting with a view to their approval as international standards.
The national policy concerning the activities of the IEC shall be determined by The Thai National Committee for IEC establishing under the Cabinet resolution.

 Practical Papers: The Quasi-Peak Detector
As mentioned above, much of the interference was impulsive in nature and its effect increased with increasing repetition rate in a way that was shown to be approximated by a quasi-peak detector circuit with appropriate time constants.
Using a radio broadcast receiver equipped with an audio output voltmeter, the board of listeners rated the annoyance of the interference with its audio output and its particular pulse repetition frequency.
Since the later radio broadcasting services to be protected had about the same characteristics as the earlier ones, the QP detector from the early CISPR Radio-Noise Meter was retained, and did a good job predicting the interference effects of radio disturbances.

The International Special Committee on Radio Interference (CISPR) was established in 1934 by a group of international organizations to address radio interference.
CISPR is a non-governmental group composed of National Committees of the International Electrotechnical Commission (IEC), as well as numerous international organizations.
Historically, NTIA has participated primarily in CISPR subcommittees addressing emissions from industrial, scientific and medical (ISM) devices (Subcommittee B) and information technology equipment (Subcommittee I).

Frederick Bauer devoted the majority of his career to efforts that would unify standards from various national and international bodies in order to create one globally recognized standard for vehicular radio-frequency interference.
At a time when the subject was receiving very little attention, he recognized the global implications of communications degradation resulting from electromagnetic disturbances of all types and conceived major portions of the interference limit which has since come into use worldwide.
It has made feasible the use of cellular telephones which would otherwise remain useless in a sea of automotive interference and has eliminated the controversies, hidden-tariffs, and other complications that formerly impeded the interchange of spark-ignited vehicles and devices.

The essential requirements of 15.5 are that the equipment must not interfere with any licensed broadcast, navigation, or safety services and must accept any interference caused by other equipment.
At frequencies lower than the radio frequencies regulated by the FCC, voltages conducted to the power lines would be considered to be harmonic distortion voltages.

The aims of the CISPR (the International Special Committee on Radio Interference) are to promote international agreement on the aspects of radio interference set out hereafter, thereby facilitating international trade.
In carrying out their task to protect the radio spectrum, the committees of the CISPR receive "requirements" from organisations such as the European CENELC or ETSI or the American ANSI or Telcordia (where CENELEC and ANSI relate to electrotechnical interference whereas ETSI and Telcordia relate to telecoms).
These standards appear in the "Official Journal" from CISPR (for equipment not to cause interference) or from IEC Technical Committee (TC) 77 (for equipment to be resilient to interference).

The measurements of radio noise in hundreds of cities he initiated and supervised served as a basis to revise technical criteria for the development of broadcasting network and commenced his cooperation with URSI.

We note that the standards contained in CISPR Publication 22 (1997) on the amount of energy allowed to be conducted onto the public utility (AC) power lines or radiated from a device are the same as those contained in CISPR Publication 22 (1985) as amended by the 1992 Draft International Standards.
Thus, amending the rules to reference CISPR Publication 22 (1997) would not result in a change to the regulations and would simplify the task of obtaining copies of this publication.
